NCRB Data Highlights
Rising Juvenile Crime Trends Across India: The National Crime Records Bureau (NCRB) reported 34,878 juvenile crime cases in India during 2024. The figure was higher than the 31,365 cases registered in 2023. The juvenile crime rate also increased from 7.1 to 7.9 during the same period.
A total of 42,633 juveniles were apprehended across the country in connection with criminal offences. The rise in cases reflects growing concerns regarding youth involvement in unlawful activities and the need for stronger rehabilitation systems.

Juvenile Justice Framework
India handles juvenile-related offences through the Juvenile Justice (Care and Protection of Children) Act, 2015. The Act defines a child as any individual below 18 years of age. It provides separate legal procedures focused on reform, rehabilitation, and social reintegration rather than punishment.
The law distinguishes between “children in conflict with law” and “children in need of care and protection.” Juveniles involved in criminal activities are produced before the Juvenile Justice Board (JJB) instead of regular criminal courts.

Age Group Analysis
The NCRB data showed that 77.7% of apprehended juveniles belonged to the 16–18 years age category. This age group remains legally significant because the 2015 law allows preliminary assessment in heinous offences committed by juveniles within this bracket.
Such assessments help determine whether the accused should face trial as an adult in exceptional cases. The provision was introduced after demands for stricter action in serious crimes involving older juveniles.
Crime Trends in Metropolitan Cities
Among metropolitan cities, Delhi recorded the highest number of juvenile crime cases at 2,306 in 2024. The city also witnessed 144 murder cases and 58 rape cases involving juveniles.
The NCRB report highlighted increasing urban crime exposure among minors. Factors such as poor supervision, substance abuse, online influence, and social inequality are often linked to juvenile delinquency in urban regions.

Crimes Against Children
The NCRB also recorded 1,87,702 crimes against children in 2024, showing a 5.9% increase compared to 2023. Among these, kidnapping and offences under the Protection of Children from Sexual Offences (POCSO) Act, 2012 formed the largest category.
The POCSO Act provides legal protection to persons below 18 years from sexual harassment, assault, and exploitation. Special courts are established under the Act for speedy trials.
