India Launches Letter of Authorisation Regime for High-Seas Fishing
India Launches LoA Regime for High-Seas Fishing to Boost Seafood Exports and Strengthen the Blue Economy: India has introduced a new Letter of Authorisation (LoA) regime to promote sustainable fishing in the high seas and deeper marine areas.
The initiative is aimed at enabling Indian fishing vessels to access deeper waters, improving fishermen’s incomes, reducing pressure on coastal fisheries, and strengthening India’s position in the global seafood market.
The initiative was launched by Vice President Jagdeep Dhankhar.
What Is the Letter of Authorisation (LoA) Regime?
The Letter of Authorisation (LoA) is a regulatory mechanism that authorises eligible Indian fishing vessels to undertake fishing activities in designated marine areas, including the Exclusive Economic Zone (EEZ) and high-seas areas, subject to applicable rules.
The regime focuses on:
- Sustainable deep-sea fishing
- Access to high-value marine species
- Reducing pressure on heavily exploited coastal fisheries
- Simplifying the authorisation process
- Improving transparency in fishing operations
Why Has India Introduced the LoA System?
Although India possesses significant marine resources, much of the country’s fishing activity has traditionally remained concentrated relatively close to the coastline.
India’s Marine Potential
- Coastline: More than 11,000 km
- Exclusive Economic Zone: Nearly 24 lakh sq. km
- Major opportunity: Expansion of sustainable deep-sea fishing
The LoA regime seeks to make better use of India’s marine resources while ensuring that fishing activities remain environmentally sustainable.
Major Objectives of the High-Seas Fishing Programme
The initiative aims to:
- Promote sustainable high-seas and deep-sea fishing
- Increase fishermen’s income
- Improve access to high-value marine species
- Support Fish Farmer Producer Organisations (FFPOs)
- Strengthen fishing cooperatives
- Reduce pressure on coastal ecosystems
- Expand India’s Blue Economy
- Increase utilisation of marine resources
- Strengthen seafood exports
Boost to India’s Seafood Exports
India is among the world’s leading fish-producing countries and has a major presence in the international seafood market.
According to the information provided:
- India is the second-largest fish producer in the world.
- India contributes around 8% of global fish production.
- The fisheries sector supports the livelihoods of around 30 million fishers and fish farmers.
- India’s seafood exports were around ₹73,000 crore in the previous financial year.
The LoA regime is expected to increase the availability of quality marine products and strengthen India’s export competitiveness.
Strengthening India’s Blue Economy
The initiative forms part of India’s broader Blue Economy strategy, which focuses on sustainable economic activities linked to oceans and marine resources.
According to Union Minister for Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh, the government has invested more than ₹39,000 crore in the fisheries sector through various schemes.
The investments are aimed at supporting:
- Fish production
- Fisheries infrastructure
- Value addition
- Modernisation
- Seafood exports
- Fishermen’s livelihoods
Odisha Deep Sea Fishing Mission 2026–2036
A major state-level initiative was also announced during the event.
The Odisha Deep Sea Fishing Mission 2026–2036 was launched with a proposed state investment of ₹2,295.45 crore over 10 years.
Odisha Chief Minister Mohan Charan Majhi announced the mission with the objective of transforming the state from a predominantly near-shore fishing state into a technology-driven marine export hub.
Key Areas of Investment
The mission will focus on:
- Deep-sea fishing infrastructure
- Modern wholesale fish markets
- Aquaparks
- Value-added fisheries facilities
- Export-oriented fisheries development
- Modern fishing technologies
Significance of the LoA Regime
The new system is expected to have several economic and environmental benefits.
- Higher Fishermen Income
Access to deeper waters and high-value species can create additional income opportunities.
- Reduced Coastal Pressure
Moving a portion of fishing activity toward sustainable deep-sea operations can reduce pressure on coastal fisheries.
- Increased Seafood Exports
Greater availability of quality marine products can support India’s seafood export industry.
- Stronger Blue Economy
The initiative contributes to India’s broader strategy of developing sustainable ocean-based economic activities.
- Better Resource Utilisation
India can make greater use of its extensive EEZ and deep-sea fisheries potential.
