IEMI 2025 Measures Statewise Progress
Delhi Leads India in Electric Mobility Progress: The India Electric Mobility Index (IEMI) 2025, developed by NITI Aayog in partnership with WRI India, places Delhi at the forefront of India’s electric mobility transition. Delhi secured 84 points, followed by Maharashtra with 78 and Karnataka with 73.
The second edition evaluates all 36 States and Union Territories using 16 indicators covering electric vehicle adoption, charging infrastructure and research and innovation.
The index also shows broader improvement. The national median score increased from 36 in 2024 to 40 in 2025, while the highest score rose from 77 to 84.
Three Pillars of the Index
IEMI assesses electric mobility through three major dimensions. Transport Electrification carries the highest weight of 50%, measuring progress in EV adoption and electrification.
Charging Readiness accounts for 30% and examines charging infrastructure and enabling conditions. The remaining 20% is assigned to Research and Innovation, covering the broader EV innovation ecosystem.

The index incorporates both observed outcomes and policy or enabling conditions. This makes it useful for understanding not only present EV performance but also the preparedness of states for future electrification.
Leading Performers
The overall top five were Delhi, Maharashtra, Karnataka, Chandigarh and Goa, with scores of 84, 78, 73, 71 and 65 respectively.
Delhi and Maharashtra retained their first and second positions, while Karnataka moved into third place. Among hilly and northeastern states, Manipur recorded the highest score with 46 points.
Among large states, Maharashtra and Karnataka entered the Top Performer category. Madhya Pradesh recorded the biggest upward movement, improving from 23rd position to seventh.
Goa and Puducherry each climbed 10 places, while Bihar improved by eight positions. However, direct comparison with the previous edition requires caution because of peer-group changes, additional indicators and revised datasets.
Theme Wise Results
Transport electrification remained the most challenging area. Delhi, Chandigarh and Maharashtra recorded the strongest performance, while 14 regions remained in the Aspirants category.
Charging readiness produced stronger results in several states. Karnataka led with a score of 97, followed by Goa at 92, Maharashtra and Haryana at 91 each, and Delhi at 88.
The results also reveal uneven development. Haryana recorded only 19 in transport electrification but achieved 91 in charging readiness. Uttar Pradesh showed the opposite pattern, scoring 58 in transport electrification and 36 in charging readiness.
Research and Innovation
Innovation performance varied considerably across larger states. Maharashtra scored 85, Karnataka 82 and Tamil Nadu 77, followed by Haryana 74, Telangana 71 and Madhya Pradesh 65.
The concentration of industrial capabilities, technology companies and startups has supported stronger innovation ecosystems in states such as Maharashtra, Karnataka and Tamil Nadu.

Policy Support and EV Expansion
The index also examines policy frameworks supporting electric mobility. By 2025, 26 of the 36 States and UTs had EV policies.
The policy focus is increasingly shifting from announcing incentives toward implementation, charging-network expansion, reliable power supply, fleet electrification and research and development.
Regional differences remain important. Dense urban areas can support concentrated charging networks and fleet adoption, whereas hilly, northeastern and island regions may require corridor charging, shared mobility and region-specific vehicle solutions.
