PM-RKVY and Its Evolution
Pradhan Mantri Rashtriya Krishi Vikas Yojana is an umbrella framework aimed at promoting sustainable and comprehensive agricultural development.
The original Rashtriya Krishi Vikas Yojana (RKVY) was introduced during 2007–08 to encourage states to increase investment in agriculture. It was subsequently rationalised and revamped as PM-RKVY in October 2024.
A major feature of the scheme is its flexibility. States can allocate resources among different components according to their local agricultural priorities.
Static GK fact: Agriculture and allied activities are primarily state subjects under the Constitution, while the Union Government supports the sector through centrally sponsored schemes, financial assistance, research and national programmes.
Major Components of PM-RKVY
PM-RKVY brings several agricultural interventions under an umbrella framework. Its components include:
- Soil Health Management
- Rainfed Area Development
- Agro-Forestry
- Paramparagat Krishi Vikas Yojana
- Agricultural Mechanization and Crop Residue Management
- Per Drop More Crop
- Crop Diversification Programme
- RKVY Detailed Project Report component
- Accelerator Fund for Agri Startups
These interventions collectively address soil quality, water efficiency, mechanisation, diversification and agricultural innovation.
Khet Bachao Abhiyan
The Centre has also announced the national Khet Bachao Abhiyan, scheduled from 22 October to 30 November 2026. The campaign will focus on protecting agricultural land and improving the sustainability of farming practices.
Its major priorities include soil health, balanced fertiliser use, environmental sustainability and effective utilisation of Soil Health Cards.
Static GK Tip: The Soil Health Card Scheme provides farmers with information on the nutrient status of their soil and recommendations regarding appropriate fertiliser application.
Coordinated Agricultural Planning
The Agriculture Ministry has proposed regular coordination among multiple stakeholders through monthly virtual reviews with states.
State Agriculture Teams are expected to involve agriculture departments, agricultural universities, ICAR institutes, Krishi Vigyan Kendras (KVKs), ATMA, Farmer Producer Organisations, farmers, processors and exporters, along with Central Government representatives.
Rabi Season Priorities
For the upcoming Rabi season, states have been advised to select suitable crops and seed varieties after considering soil moisture and water availability.
The Centre also highlighted the need to tackle counterfeit fertilisers, spurious seeds and poor-quality pesticides. Another priority is increasing pulse cultivation on fallow land in rice-growing areas of eastern India, particularly Jharkhand, Bihar, Odisha and West Bengal.
