PAI 2.0 Report Released
Panchayat Advancement Index 2.0 Strengthens Rural Governance: The Ministry of Panchayati Raj released the Panchayat Advancement Index (PAI) 2.0 Report on 24 April, observed as National Panchayati Raj Day. The report evaluates the developmental performance of Gram Panchayats across India and acts as a national rural governance report card.
A total of 2.59 lakh Gram Panchayats from 33 States and Union Territories participated in the assessment. The participation rate reached 97.30%, showing a major rise from the earlier edition of the index.

Front Runner Panchayats Increase
The report identified 3,635 Gram Panchayats as Front Runners (A Grade). Nearly 1,18,824 Panchayats were placed under the Performer (B Grade) category.
The grading system helps governments identify high-performing Panchayats and areas requiring administrative support. Panchayats are divided into five categories based on composite scores.
The categories include,
- Achiever (A+) – Score above 90
- Front Runner (A) – Score between 75 and 90
- Performer (B) – Score between 60 and 75
- Aspirant (C) – Score between 40 and 60
- Beginner (D) – Score below 40
Focus on Data-Driven Governance
The PAI 2.0 framework was simplified for easier implementation and transparency. The index now evaluates Panchayats using 150 indicators and 230 data points across nine developmental themes.
Major reforms introduced in the updated framework include a single integrated data entry system, real-time monitoring dashboards, and mandatory Gram Sabha validation. Support for vernacular languages also improved accessibility for local bodies.

Strong Performance in Livelihoods and Health
The report highlighted significant progress under the theme Poverty-Free and Enhanced Livelihoods. Around 3,313 Gram Panchayats secured the A+ grade in this category.
This reflected improvement in poverty reduction, rural employment generation, and local economic activities. The rise of self-help groups and rural entrepreneurship also supported village development.
Another major achievement was seen under the Healthy Panchayats category. About 1,015 Panchayats received the A+ grade for improvements in preventive healthcare, sanitation, nutrition awareness, and hygiene practices.

State-Wise Trends
Large states such as Uttar Pradesh, Maharashtra, Tamil Nadu, Andhra Pradesh, and Gujarat recorded extensive participation in the survey process.
States like Kerala and Tripura showed stronger representation in higher performance categories due to effective local governance and social development models. However, several regions still remained under the Aspirant and Beginner categories, indicating uneven rural development.
The report underlines the importance of strengthening grassroots institutions for achieving inclusive and sustainable rural growth across India.
