Nepal Demands Climate Compensation After Himalayan Glacial Disaster: Nepal has sought climate compensation from major greenhouse-gas emitters following a devastating glacial collapse and flash flood on 26 August. The country has directed its diplomatic appeal towards the United States, China and India, arguing that nations with relatively low emissions are bearing disproportionate climate-related losses.
Nepal’s Foreign Minister stated on 1 September that the country was paying a severe price for a global climate crisis it had not created. The demand marks a shift from conventional appeals for humanitarian assistance towards a stronger emphasis on loss, damage and climate responsibility.
The Third Pole Under Climate Stress
Nepal contributes only around 0.1% of global greenhouse-gas emissions, while most of its electricity generation comes from renewable hydropower. Yet its location in the Hindu Kush Himalayas (HKH) exposes it to rapidly changing temperatures, glacier retreat and extreme weather events.
The Himalayan region is often described as the “Third Pole” because it contains one of the world’s largest concentrations of snow and ice outside the Arctic and Antarctic.

The estimated overall economic damage has been placed between $4 billion and $7 billion, representing a substantial share of Nepal’s GDP.
The Loss and Damage Finance Challenge
The episode has also drawn attention to the limitations of international climate finance. Vulnerable developing countries secured agreement at COP27 in 2022 to establish the Fund for Responding to Loss and Damage (FRLD), which was operationalised at COP28 in 2023.
The fund is intended to assist countries facing economic and non-economic losses caused by climate change. However, Nepal’s case highlights the challenge of providing rapid assistance after sudden disasters.

A Major Gap Between Need and Funding
The scale of available international funding remains much smaller than the losses caused by major climate disasters. The figures cited in the report indicate around $700 million in global pledges, while pilot-stage individual grants may range between $5 million and $20 million.
A potential $20-million grant would therefore be only a fraction of a disaster estimated to have caused several billion dollars in damage.
Nepal’s position has consequently raised a broader question: whether existing climate-finance mechanisms can provide timely and meaningful support to countries experiencing climate-driven disasters.
Implications for India and the Global South
Nepal’s demand has wider implications for South Asian climate diplomacy. India has traditionally supported the principle of common but differentiated responsibilities and respective capabilities, emphasising differences in historical emissions and development needs.
Nepal’s demand applies a similar responsibility argument within the region, placing India in a complex position as both a major regional emitter and a country itself exposed to Himalayan climate risks.
Glacier retreat and changing water systems in the Himalayas can affect river flows, agriculture, hydropower and disaster risks across northern India and other downstream countries.
The episode therefore reinforces the need for stronger regional cooperation, climate-resilient infrastructure, early-warning systems and effective loss-and-damage financing.
