Kishau Dam Agreement Revives a Major Himalayan Water Project: The Kishau Dam Project has crossed a major implementation hurdle after the Centre and six states signed a Memorandum of Understanding on 15 September 2026. Himachal Pradesh, Haryana, Delhi, Rajasthan, Uttar Pradesh and Uttarakhand are parties to the agreement.

The ₹15,624-crore multipurpose project had remained stalled for nearly eight years because of disagreements over inter-state coordination and financial responsibilities. Once completed, the project is expected to support irrigation, drinking and industrial water supply, hydropower generation and additional flow in the Yamuna.

Location and Project Features

The dam is proposed on the Tons River, an important tributary of the Yamuna, near the Himachal Pradesh–Uttarakhand border. The project is being developed by Kishau Corporation Limited, a joint venture between Himachal Pradesh and Uttarakhand.

The proposed structure will be a 232.6-metre-high concrete gravity dam with a live storage capacity of approximately 1,562 million cubic metres (MCM).

Why Kishau Was Delayed

The project faced prolonged difficulties involving inter-state coordination and cost sharing. Himachal Pradesh had raised concerns about additional financial liabilities, particularly because the state would also experience certain impacts from the project.

The revised arrangement provides greater central financial support. The Centre will bear 90% of the cost of the water component, while the power component will involve participation from beneficiary states.

According to Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, the state’s approximately ₹2,000-crore power component would be shared by beneficiary states receiving water benefits, including Delhi, Rajasthan and Haryana.

Irrigation and Water Security

The Kishau reservoir is expected to create irrigation potential covering nearly one lakh hectares of agricultural land. This can strengthen agricultural water availability across the beneficiary regions.

The project is also expected to improve drinking and industrial water supplies, particularly for Delhi and Rajasthan. Additional storage can provide greater resilience against future water shortages in water-stressed regions.

Hydropower Generation

Kishau Dam will include a 660 MW hydropower component. The project is expected to generate approximately 1,476 million units of electricity annually.

Himachal Pradesh is projected to receive around 1,000 million units of electricity each year from the project. According to the state’s Chief Minister, this could generate more than ₹1,000 crore in annual revenue for Himachal Pradesh.
