Karnataka Cabinet Expansion Strengthens New State Government: The Karnataka Government, led by Chief Minister D K Shivakumar, carried out its first major cabinet expansion on 3 August 2026 by inducting 19 legislators as ministers. The swearing-in ceremony took place at Lok Bhavan, Bengaluru, where Governor Thaawarchand Gehlot administered the oath of office.

The expansion significantly strengthens the two-month-old Congress government while ensuring broader representation of different regions and communities in the Council of Ministers.

Cabinet Strength Reaches 33

Following the induction of 19 new ministers, the strength of the Karnataka Council of Ministers has increased to 33, leaving one ministerial berth vacant. Under the Constitution, Karnataka can have a maximum of 34 ministers, including the Chief Minister.

The expansion followed approval from the Congress High Command, which had initially cleared 20 names. However, only 19 leaders took the oath of office.

Constitutional Provision

The size of a State Council of Ministers is governed by Article 164(1A) of the Constitution of India. It provides that the total number of ministers, including the Chief Minister, cannot exceed 15% of the total strength of the Legislative Assembly, subject to a minimum of 12 ministers.

For Karnataka’s 224-member Assembly, this translates into a maximum of 34 ministers.
