As India’s economy has undergone major structural changes over the past decade, updating the base year will improve statistical relevance, capture emerging industries, and provide more realistic estimates of industrial growth.

The proposed reforms significantly broaden the industrial basket by increasing the number of item groups from 407 to 463.

New sectors proposed for inclusion include gas supply, water supply, sewerage, and waste management, expanding industrial measurement beyond traditional manufacturing and mining activities.

Within manufacturing, 120 new item groups are proposed while 64 outdated items will be removed, ensuring that the index reflects present-day industrial production.

Focus on Renewable Energy and Mining

The revised IIP framework also recognises India’s changing energy landscape. Electricity generation may be classified separately into renewable and non-renewable sources, enabling better monitoring of the country’s clean energy transition.

The mining sector is proposed to include minor minerals and rare earth minerals, reflecting their growing importance in infrastructure development, renewable energy technologies, and advanced manufacturing.

Methodological Improvements

Several technical improvements have also been recommended to enhance the quality of industrial statistics. These include replacing the heavy dependence on the Wholesale Price Index (WPI) with the Producer Price Index (PPI) once available, establishing a formal mechanism to replace closed factories with active units, and publishing seasonally adjusted IIP data for better month-to-month comparisons.

These reforms are expected to improve data accuracy, strengthen policy analysis, and provide a clearer picture of India’s industrial performance.
