Rising Demand and Import Dependence
India Cocoa Self Sufficiency Vision 2040: India has set a long-term target to achieve cocoa self-sufficiency by 2040 amid rising domestic demand. Currently, India imports cocoa worth over $866 million annually, while domestic production meets less than 20% of demand.
Cocoa is a key raw material for chocolate and confectionery industries, making it strategically important for the food processing sector. Increasing consumption trends further highlight the urgency of strengthening local production.

National Mission and Initial Phase
The roadmap proposes launching a National Mission on Cocoa during 2026–2028. This phase focuses on strengthening the base through research and planting material development.
A Centre of Excellence (CoE) will be established, along with around 250 hectares of polyclonal seed gardens. These initiatives aim to improve productivity and ensure high-quality seedlings for farmers.
Farmer Capacity and Digital Systems
From 2028 to 2030, the focus shifts to farmer training and institutional support. Around one lakh farmers will be trained in scientific cocoa cultivation practices.
The plan includes distributing nearly 25 million seedlings and introducing a digital farmer registry. Traceability systems will be implemented to track cocoa from farm to market, ensuring transparency and quality control.

Expansion and Processing Growth
Between 2030 and 2035, the strategy targets expansion of cocoa cultivation to one lakh hectares. Efforts will be made to improve yield through better farming techniques and research.
During this phase, India will also invest in cocoa processing infrastructure, aiming to strengthen value addition. The goal is to meet at least 50% of domestic demand through local production.
Final Phase and Export Potential
From 2035 to 2040, India aims to achieve complete self-sufficiency and become a global cocoa processing hub. The country is expected to transition from an importer to a potential exporter.
Domestic cocoa consumption is projected to grow at a 5.5% CAGR, reaching about 4.67 lakh tonnes by 2040. This presents a major opportunity for farmers, industries, and exports.

Strategic Importance
