India and Seychelles Deepen Strategic Partnership with 19 New Initiatives: India and Seychelles have announced 19 major bilateral initiatives aimed at strengthening cooperation in maritime security, defence, digital connectivity, healthcare, education, space, and infrastructure. The announcements were made during Prime Minister Narendra Modi’s three-day visit to Seychelles, following bilateral discussions with President Patrick Herminie in Victoria, the capital of Seychelles.

The comprehensive package reflects India’s commitment to enhancing its strategic presence in the Indian Ocean Region (IOR) while supporting the development priorities of island nations.

Maritime Security and Defence Cooperation

Strengthening maritime security remained a central focus of the visit. India announced several defence assistance measures to enhance Seychelles’ coastal surveillance and maritime capabilities.

Key initiatives include the gift of an indigenously built Fast Patrol Vessel, donation of 10 utility vehicles, supply of five Laser Radial class sailing boats, completion of the refit of PS Zoroaster for the Seychelles Coast Guard, and modernization of the Dornier maritime surveillance aircraft with a glass cockpit.

Digital, Space and Development Cooperation

India and Seychelles agreed to expand cooperation in emerging technologies and public infrastructure. The partnership includes the introduction of UPI-based digital payments, collaboration on the peaceful use of outer space, and support for healthcare, education, and technical skill development.

India also announced preliminary work for a new Seychelles National Hospital, a Professional and Technical Education Centre, and an Umbrella Line of Credit through the Export-Import Bank of India.

Additionally, India handed over 500 metric tonnes of rice and 8,500 metric tonnes of cement as humanitarian assistance.

Regional and Global Significance

Both countries reaffirmed their commitment to regional security through the Colombo Security Conclave (CSC), which includes India, Bangladesh, Maldives, Mauritius, Seychelles, and Sri Lanka.

During the visit, President Patrick Herminie conferred the honorary title “Guardian of the Blue Horizon” on Prime Minister Narendra Modi in recognition of his contributions to environmental protection, climate action, sustainable ocean governance, and support for Small Island Developing States (SIDS). The honour became PM Modi’s 34th international award from a foreign nation.
