ECINET Review Brings Changes to Electoral Roll Verification: The Election Commission of India (ECI) has ordered a review of ECINET, its integrated digital platform for election-related services and administration. The platform was officially launched in January 2026 and brings together more than 40 applications and portals used by voters, election officials and other stakeholders.
The review is intended to examine the platform’s compliance with applicable Acts and Rules and identify additional flexibility required by field officials. The move highlights the growing role of technology in electoral-roll management while retaining statutory procedures for voter registration and verification.
ECINET and Electoral Administration
ECINET provides digital services including voter registration, electoral-roll searches, application tracking, communication with election officials and access to Booth Level Officers (BLOs). The ECI has stated that the platform was developed in accordance with the Constitution, the Representation of the People Acts, the Registration of Electors Rules, 1960 and the Conduct of Election Rules, 1961.

Special Intensive Revision
The Special Intensive Revision (SIR) is a detailed exercise undertaken to review and update electoral rolls. It involves field-level verification and procedures for including eligible electors and addressing discrepancies in electoral records.
The ECI has described some electors receiving notices as “unmapped” or having “logical discrepancies.” Such cases can require additional verification and documentary evidence before an Electoral Registration Officer (ERO) takes a decision.
The ECI’s earlier SIR guidelines already provided for BLOs to collect documents and upload relevant material through ECINET. The platform was also designed to support verification and documentation while restricting access to authorised election officials.
Hearing Procedure Eased
The Commission has now modified the procedure for certain electors who receive notices during SIR. BLOs will visit their residences, collect the required documents and upload them on ECINET for consideration by the ERO.
Such electors will generally not need to appear personally before the ERO or Assistant Electoral Registration Officer. Hearings may be held in exceptional cases, preferably online, and an elector may authorise an adult family member to attend when necessary.
This arrangement seeks to reduce the physical burden on electors while retaining an opportunity for documentary verification and administrative review.
Form 6 and Voter Enrolment
Form 6 is the statutory application used for the inclusion of a new elector in the electoral roll. During the SIR process, the online registration interface included an additional declaration seeking information relating to the applicant or their parents in the previous SIR.
The ECI has indicated that the statutory format of Form 6 will apply outside the SIR exercise. The official voter-services platform continues to provide Form 6 for new voter registration.

The ECI’s latest changes combine digital document submission with house-to-house assistance and exceptional hearing mechanisms. The approach therefore places technology within an administrative process that continues to involve BLOs, EROs and established electoral laws.
