FATF Flags the Rise of Digital Hawala
Digital Hawala Emerges as a New Money Laundering Threat: The traditional hawala system, which has operated for centuries outside conventional banking channels, is increasingly adopting digital technologies. The Financial Action Task Force (FATF) has highlighted this transformation in its report titled “Investigating Professional Money Laundering, Underground Banking, and the Use of Hawala and Other Similar Service Providers.”
The report identifies the convergence of hawala networks, virtual assets, fintech platforms, encrypted communication and artificial intelligence as an emerging challenge for global efforts against money laundering and terrorist financing.
Nearly 90% of surveyed jurisdictions reported the presence of hawala networks, while around 70% observed the use of new technologies within these networks.
From Traditional Hawala to Digital Hawala
Hawala is an informal value-transfer system in which funds or equivalent value can move across borders without relying on conventional banking channels. It traditionally depends on trusted brokers, personal networks and settlement through cash, trade or other transactions.

The FATF broadly identifies six forms of digital hawala:

- Virtual-Asset Settlement: Stablecoins and other virtual assets can be used for direct settlement between participants.
- Formal Digital Infrastructure: Payment providers, fintech systems and virtual IBANs can become part of informal fund-transfer arrangements.
- AI-Enabled Operations: AI can assist transaction structuring, routing through mule accounts and rapid conversion between fiat currencies and cryptocurrencies.
- Integrated Hawala Ecosystems: Messaging services, cloud storage, social media, virtual-asset service providers, lending applications and gaming platforms can become interconnected.
Why Digitisation Increases the Risk
Technology is acting as a catalyst rather than simply a replacement for traditional hawala mechanisms. Cash can still remain important at collection and exit points, while digital tools operate in the middle of the transaction chain.
Digitalisation can make underground financial networks:
- Faster and geographically wider
- More difficult to identify and trace
- More resistant to conventional enforcement measures
- Less dependent on face-to-face relationships
- Better able to combine informal finance with formal digital infrastructure
This creates a significant Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT) challenge because legitimate technologies can also be exploited for illicit financial activity.
Türkiye Case Shows Terror-Financing Risks
Türkiye provides an important example of how digital hawala can intersect with terrorist financing.
In 2023, raids targeting an ISIL administrative officer reportedly uncovered approximately $57,250 in cash, followed by another $554,000, together with hawala records and digital transfer receipts.
A jewellery business and two mobile-phone shops allegedly operated as fronts, while transactions were presented as charitable donations. The network reportedly involved Virtual Asset Service Providers (VASPs), over-the-counter brokers, mule accounts, jewellers, precious-metal dealers and digital transfer mechanisms.

Underground Banking Becomes Professionalised
The FATF also observes that underground banking is increasingly becoming professional and business-oriented.
Networks are developing:
- Hierarchical organisational structures
- Formal management systems
- Digitised financial records
- International broker networks
- Specialised logistical arrangements
Professionals such as lawyers, accountants, auditors, notaries and real-estate agents may also become involved in laundering chains.
The Netherlands’ Operation Klaver uncovered an underground banking network that allegedly processed approximately €500 million in criminal proceeds within eight months. The operation involved couriers, counting warehouses, coded ledgers and international brokers.
Major Investigative Challenges
Authorities face several structural difficulties in tackling underground banking.
First, reliable data on the overall scale of underground banking remains limited. Second, the term “hawala” is used differently across jurisdictions, making international comparisons difficult.
Other challenges include:
- Limited cross-border information sharing
- Growing use of virtual assets and digital platforms
- Fragmented enforcement mechanisms
- Access-controlled digital systems
- Difficulty identifying participants and relationships
Digitalisation has weakened traditional investigations that relied heavily on tracking physical cash and personal relationships.
The AML/CFT Policy Paradox
The FATF points to an important policy dilemma. Excessively aggressive AML/CFT enforcement and bank de-risking can sometimes push legitimate customers away from regulated financial institutions.
When formal financial channels become inaccessible, some customers may turn toward informal alternatives, potentially strengthening underground financial networks.
Therefore, enforcement strategies must combine strong financial controls with reasonable access to regulated financial services.
FATF’s Way Forward
The FATF recommends greater use of technology in financial investigations. Financial intelligence units can employ blockchain analytics, digital forensics and other technological tools to identify suspicious financial flows.
Indonesia’s Financial Intelligence Unit, for example, uses blockchain analytics to investigate virtual-asset transactions where unlicensed transfer services intersect with cryptocurrency activity.
A comprehensive response should include:
- Risk-based AML/CFT regulation
- Stronger Financial Intelligence Unit capabilities
- Blockchain-analysis expertise
- Digital-forensics capacity
- Better cross-border intelligence sharing
- Effective regulation of VASPs
- Improved data collection
- Wider access to regulated financial channels
- Proportionate and targeted de-risking
Significance
The emergence of digital hawala demonstrates how financial innovation can produce both legitimate benefits and new avenues for illicit finance. The challenge for governments is therefore not simply to prohibit technology but to understand how informal finance, fintech, crypto-assets and digital communication are converging.
For India and other jurisdictions, stronger financial intelligence, regulated digital-asset ecosystems, international cooperation and technology-driven investigations will be important in addressing the evolving money-laundering and terrorist-financing landscape.
