India’s Largest Rural Telecom Survey
Department of Posts and TRAI Launch India’s Largest Village-Level Telecom Network Performance Survey: The Department of Posts (DoP) and the Telecom Regulatory Authority of India (TRAI) have signed a Memorandum of Understanding (MoU) to conduct India’s largest-ever village-level telecom network performance survey.
The survey will assess the availability and quality of mobile services in more than 5.68 lakh villages across India.
The initiative aims to identify connectivity gaps and provide reliable field-level data for improving rural telecommunications infrastructure and policymaking.
What Is the DoP–TRAI Telecom Survey?
The nationwide survey is a joint initiative of the Department of Posts under the Ministry of Communications and TRAI.
It will collect ground-level information on:
- Mobile network availability
- Network coverage
- Signal quality
- Call connectivity
- Internet performance
- Connectivity gaps in rural areas
The survey will cover villages across all States and Union Territories.
The initiative has been undertaken under the leadership of Union Communications Minister Jyotiraditya M. Scindia.

- Bharti Airtel
- Reliance Jio
- Vodafone Idea (Vi)
- Bharat Sanchar Nigam Limited (BSNL)
This nationwide assessment will provide a broad picture of mobile network performance across rural India.
How Will the Survey Be Conducted?
A major strength of the initiative is the use of India’s extensive postal network.
Gramin Dak Sevaks
Gramin Dak Sevaks (GDS) will help collect network performance information from villages.
Their extensive presence across rural India will allow the survey to reach remote locations that may otherwise be difficult to cover.
Android-Based Application
Data will be collected using an Android-based mobile application.
This app-based approach will help standardise data collection and enable information to be gathered systematically.
Nationwide Postal Network
The Department of Posts’ extensive rural network provides the geographical reach required for such a large-scale survey.
