COP31 2026
COP31 2026 and the Next Phase of Global Climate Action: The 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change will be held in Antalya, Türkiye, from November 9 to 20, 2026. The summit will bring together governments and other stakeholders to address mitigation, adaptation, climate finance and implementation of global climate commitments.
The main venue will be the Antalya EXPO Center. Türkiye will host the conference and lead the Action Agenda, while Australia will play a central role in the formal climate negotiations.

Leadership Structure
Murat Kurum, Türkiye’s Minister of Environment, Urbanization and Climate Change, will serve as the President of COP31.
Under the Türkiye–Australia arrangement, Chris Bowen, Australia’s Minister for Climate Change and Energy, will chair the official negotiations. The arrangement followed competing bids by Türkiye and Australia to host COP31.
Samed Ağırbaş, President of the Zero Waste Foundation, will serve as the Climate High-Level Champion. The role involves encouraging climate action by businesses, financial institutions, cities, regions and citizens alongside government commitments.
Major Climate Priorities
COP31 is expected to focus strongly on implementing the Paris Agreement, alongside emissions reduction, adaptation, climate finance, loss and damage, technology transfer and implementation of national climate commitments.
The Paris Agreement seeks to keep the increase in global average temperature well below 2°C above pre-industrial levels while pursuing efforts to limit the increase to 1.5°C.
The conference will involve governments as well as scientists, businesses, Indigenous peoples, youth organisations and civil society groups.

World Leaders’ Summit
A World Leaders’ Summit is scheduled for November 11–12, 2026, in Antalya. The high-level gathering is intended to provide political momentum to negotiations on major climate issues.
The COP31 process will also include preparatory diplomatic engagements. A pre-COP meeting in Fiji from October 5–8 and a leaders’ event in Tuvalu are planned, with particular attention to climate vulnerabilities affecting Pacific island nations.
COP31 and Climate Institutions
COP31 will operate alongside important meetings under the international climate regime. It will include CMP21, the 21st meeting of Parties to the Kyoto Protocol, and CMA8, the eighth meeting of Parties to the Paris Agreement.
These parallel sessions allow countries to review implementation and negotiate issues under different legal instruments of the global climate framework.
India’s COP Journey
India hosted COP8 in New Delhi in 2002. The conference resulted in the Delhi Ministerial Declaration, which highlighted sustainable development and recognised differences in the capacities and responsibilities of developed and developing countries.
India has consistently emphasised principles such as climate equity, sustainable development, finance and differentiated responsibilities in international climate negotiations.
As COP31 approaches, the focus will increasingly shift from announcing commitments to demonstrating measurable implementation, particularly in emissions reduction, adaptation finance and support for climate-vulnerable countries.
