Bank Employees Strike 2026

Bank Strike Highlights Demands for Five Day Work Week: Public sector bank employees across India observed a nationwide strike on 11 September 2026, protesting against unresolved service and employment-related issues. Although the government agreed to temporarily suspend the revised Performance-Linked Incentive (PLI) scheme, bank unions continued the strike because other major demands remained unsettled.

The protest was led by bank employee unions under the United Forum of Bank Unions (UFBU). The issues include working hours, pension benefits, employee welfare and the structure of performance-linked incentives.

Revised PLI Scheme

The Department of Financial Services introduced a revised PLI framework in November 2024 for public sector bank employees for 2025–26. A major change was its focus on Scale IV officers and above, with eligible officers potentially receiving incentives equivalent to as much as 365 days of basic pay, depending on performance.

Unions opposed the arrangement because they believed it created unequal treatment within the banking workforce. Under the earlier arrangement, PLI was linked to 15 days of basic pay plus dearness allowance for the wider employee group.

Static GK fact: The Indian Banks’ Association (IBA) is a representative body of banking institutions in India and plays an important role in negotiations concerning banking-sector employees.

Why Unions Opposed PLI

The unions argued that the revised mechanism differed from the understanding reached between bank unions and the IBA in 2020. That arrangement linked incentives to the overall performance of individual banks and envisaged a common framework for employees and officers.

The new system placed greater weight on the individual performance of senior officers. This became one of the central reasons for continuing the industrial action.

Five Day Work Week Demand

The demand for a five-day banking week remains one of the most important unresolved issues. In 2024, employees proposed increasing daily working time by around 40 minutes so that weekly working hours would remain broadly unchanged.

The proposal has not received final approval from the government. According to the UFBU, the lack of movement on this issue justified continuation of the strike even after the PLI proposal was put on hold.

Pension and Welfare Issues

Bank employees have also demanded a uniform dearness allowance formula for pensioners. Another important demand is an option for employees covered under the National Pension System (NPS) to move to the Old Pension Scheme (OPS).

Additional demands include revision of ex-gratia payments and improved medical facilities for retired employees.

Static GK Tip: The NPS is a defined-contribution pension system, while the traditional OPS provides pension benefits based on prescribed government service rules rather than an employee contribution-based corpus.

Government Response and Banking Impact

On 8 September, a delegation of bank employees met Union Finance Minister Nirmala Sitharaman and officials of the Department of Financial Services. The government subsequently announced that the revised PLI scheme would remain on hold for further discussions.

However, the absence of progress on the five-day work week and other demands meant that the strike proceeded. Branch operations such as cash deposits, withdrawals, cheque clearance and administrative work were affected, particularly in public sector banks.

The disruption was extended by the weekend and holidays, increasing the impact on customers dependent on physical branches.

Future Course

Bank unions have warned of additional industrial action if their demands are not resolved. They have proposed a three-day nationwide strike from 28 to 30 September and have also warned of an indefinite strike from 26 October.

The dispute therefore extends beyond the PLI scheme and reflects broader concerns regarding working conditions, pension security and employee welfare in India’s banking sector.
