UNEP Warns 1.5°C Overshoot Is Unavoidable and Sets New Climate Pathway: The United Nations Environment Programme (UNEP) has warned that global warming is now expected to temporarily exceed the 1.5°C limit within the next few years. Its new report, Limiting Overshoot, presents an “overshoot, peak and decline” pathway as the best remaining strategy.
The approach accepts that temporary exceedance is increasingly unavoidable but stresses that the peak must be kept as low and short as possible before temperatures are brought back below 1.5°C.
Paris Agreement Goal Remains Central
The 2015 Paris Agreement seeks to hold global temperature rise well below 2°C above pre-industrial levels while pursuing efforts to limit warming to 1.5°C.
The 1.5°C threshold is important because climate risks increase sharply beyond it, including heatwaves, ecosystem loss, sea-level rise and irreversible changes in major natural systems.

Current Policies Point to Higher Warming
UNEP estimates that even under a strong scenario where countries implement climate pledges and net-zero commitments, peak warming could reach around 1.8°C. Under current policies, projected warming remains substantially higher.
This marks a major shift in climate policy. The focus is moving from completely avoiding overshoot to limiting its magnitude and duration while preparing societies for unavoidable impacts.
COP30 Recognised Overshoot Risk
The issue gained greater political recognition at COP30 in Belém, Brazil, in 2025. The Global Mutirão Decision reaffirmed the 1.5°C goal while recognising the need to limit both the magnitude and duration of any overshoot.
UN Secretary-General António Guterres had also warned at COP30 that temporary overshoot beyond 1.5°C had become unavoidable.
Overshoot Carries Compounding Risks
Higher temperatures increase the risk of glacier loss, coral reef destruction, sea-level rise, food insecurity and climate tipping points.
UNEP stresses that the longer temperatures remain above 1.5°C, the greater the possibility of irreversible damage to ecosystems and human societies.
Potential tipping elements include major ice sheets, ocean circulation systems and large forest ecosystems.
Methane Cuts Gain New Importance
The report gives strong importance to reducing methane emissions because methane is a powerful but relatively short-lived greenhouse gas.
Rapid methane reductions can slow near-term warming and help keep the temperature peak lower, while deep reductions in carbon dioxide emissions remain essential for long-term climate stabilisation.

Carbon Removal Becomes Essential
UNEP says emission reductions alone may no longer be sufficient to return temperatures below 1.5°C after an overshoot.
Large-scale Carbon Dioxide Removal (CDR) will also be required through measures such as afforestation, ecosystem restoration and technological carbon-removal systems.
However, such approaches involve major challenges related to land, cost, permanence and technological feasibility.
Climate Policy Moves Toward Damage Limitation
The new framework does not mean abandoning the 1.5°C goal. Instead, it makes immediate mitigation even more important because every fraction of a degree avoided reduces future losses and climate risks.
The central priorities are faster emission cuts, stronger adaptation, methane reduction and carefully governed carbon removal.
