Ungaludan Stalin as a Model for Grievance Redressal: The Ungaludan Stalin Scheme (USS) is the Tamil Nadu government’s latest flagship initiative aimed at fast and effective grievance redressal. It brings all major government departments under one roof in every local body. Petitions submitted under the scheme must be resolved within 45 days, ensuring timely service delivery.
This approach builds on earlier models of doorstep governance, now with wider reach and structured delivery. The campaign is marked by a door-to-door outreach, ensuring no resident is left unheard.
How it compares to AMMA scheme
The USS closely mirrors the AMMA scheme, launched in 2013 under former CM Jayalalithaa. That program focused primarily on rural areas, aiming to bring services to the marginalised.

Unlike its predecessor, USS covers both rural and urban areas, making it more inclusive. It marks a paradigm shift in scope and logistics, targeting wider beneficiary enrolment and service saturation.
Integration with previous programs
USS is seen as an evolved version of the Makkaludan Mudhalvar initiative launched in November 2023. That program was initially urban-focused but was gradually expanded.
Additionally, the Mudhalvarin Mugavari (launched in 2021) and Ungalai Thedi Ungal Ooril (from January 2024) were precursors. These programs had district collectors camp in taluks for 24 hours to directly interact with citizens and assess scheme implementation.

Massive scale of implementation
As per the Public (Mudhalvarin Mugavari) Department’s G.O. (June 2025), a total of 10,000 grievance redressal camps will be conducted across the state by November 2025.
Out of these, 3,768 camps will take place in urban areas and 6,232 in rural zones. Among all districts, Salem tops the list with 432 camps, followed by Chennai (400) and Tiruvallur (389).
These numbers reflect not just volume but also a strategic push to decentralise administration and directly address citizen concerns.
Beyond grievances to enrolment
While the core objective of both AMMA and USS is service delivery, these platforms also act as gateways for new beneficiary enrolment into welfare schemes. This dual purpose enhances the schemes’ impact and ensures government reach is both vertical and horizontal.
The USS redefines governance by embedding accessibility and time-bound accountability, with CM Stalin at the helm of a people-centric administrative transformation.
