Background of the scheme
Ulagam Ungal Kaiyil Scheme: The Ulagam Ungal Kaiyil Scheme is a major digital education initiative launched by the Tamil Nadu Government to strengthen technology access among students. The scheme was officially rolled out on 5 January 2026 in Sivaganga district. Its central objective is to ensure that higher education students are not excluded from digital learning due to economic barriers.

Scale and phased implementation

In the first phase, 10 lakh students are being provided with free laptops. The remaining beneficiaries will be covered in subsequent phases based on institutional readiness and administrative scheduling.

The scheme covers students enrolled in Government colleges and Government-aided colleges across Tamil Nadu. In addition, eligible private college students are also included under specific welfare provisions.
Students admitted through the 7.5% reservation for government school students are explicitly covered. Beneficiaries under recognized state welfare schemes are also eligible, ensuring inclusion of socially and economically disadvantaged groups.
