Launch at Global Women Summit

TNWESafe Project and HPV Vaccination Drive in Tamil Nadu: The TNWESafe Project and the State-wide HPV Vaccination Drive were launched by Chief Minister M. K. Stalin during the Tamil Nadu Global Women Summit 2026. The initiative reflects the State’s policy focus on women’s safety, health, and economic empowerment.

The project combines employment generation with structured safety mechanisms. It aims to strengthen institutional frameworks and create safer public and workplace environments for women.

TNWESafe Project Framework

The Tamil Nadu Women Employment and Safety (TNWESafe) Project is financed through a World Bank loan. The financial backing enables structured reforms in skill development, job access, and gender-sensitive governance systems.

The programme seeks to improve women’s participation in the labour force. It also strengthens grievance redressal systems and institutional monitoring for safety compliance.

Tamil Nadu has consistently ranked among leading Indian States in female workforce participation and industrial output. The State contributes significantly to sectors such as textiles, electronics, and automobile manufacturing.

State-wide HPV Vaccination Drive

Tamil Nadu became the first State in India to launch a state-wide free Human Papillomavirus vaccination programme for 14-year-old girls. The initiative aims to prevent cervical cancer, one of the leading causes of cancer-related deaths among women.

The vaccination drive will begin in Ariyalur, Dharmapuri, Perambalur, and Tiruvannamalai districts. A total of 3,38,649 girls above 14 years of age are expected to benefit in the initial phase.

The programme targets early immunisation to reduce long-term cancer incidence. Public health infrastructure, including primary health centres and district hospitals, will support the rollout.

Indigenous Vaccine Development

India’s first indigenously developed quadrivalent HPV vaccine, CERVAVAC, has been developed by the Serum Institute of India (SII). The vaccine provides protection against four major HPV strains responsible for cervical cancer.

The availability of an affordable domestic vaccine strengthens India’s immunisation ecosystem. It reduces dependence on imported vaccines and enhances accessibility for large-scale public health campaigns.

The Serum Institute of India, headquartered in Pune, is one of the world’s largest vaccine manufacturers by volume. It has played a major role in India’s Universal Immunisation Programme.

Public Health and Gender Empowerment Synergy

The simultaneous launch of employment safety reforms and a preventive health initiative signals an integrated governance model. Women’s economic independence and health security are treated as interconnected priorities.

By focusing on adolescent immunisation and workplace safety, Tamil Nadu aims to create long-term social and economic resilience. The initiative strengthens both preventive healthcare and structured empowerment mechanisms.
