Vision of the Policy
Three Years of National Logistics Policy Progress: The National Logistics Policy (NLP) 2022 was launched to create a technologically enabled, cost-efficient, resilient, sustainable, and trusted logistics ecosystem. It aims to boost economic growth, strengthen trade competitiveness, and ensure inclusive development. The policy is implemented through the Comprehensive Logistics Action Plan (CLAP), which serves as its roadmap.
Contribution of Logistics Sector
India’s logistics sector contributes 13–14% to GDP and employs more than 22 million people. With expanding supply chain activities, the sector is expected to create 1 crore new jobs by 2027.

Targets and Milestones
The NLP set clear goals for the coming decade. One is to reduce logistics costs to global benchmarks by 2030, aligning India with major economies where costs average 8–9% of GDP. Another is to improve India’s rank in the World Bank’s Logistics Performance Index (LPI) to the top 25 by 2030.
Achievements in Three Years
The Unified Logistics Interface Platform (ULIP) has completed more than 160 crore digital transactions, ensuring real-time visibility across 101 Inland Container Depots (ICDs). This digital integration is reducing delays and increasing transparency.
The Logistics Ease Across Different States (LEADS) Index has been a strong driver of competitiveness among states. India’s position in the World Bank’s LPI improved to 38th place in 2023, showing the policy’s impact.
On the capacity-building front, 65,000 professionals have been trained in logistics, and over 100 universities have launched logistics-focused academic programs.
Government Initiatives
The NLP is closely linked to the PM GatiShakti National Master Plan, which integrates multimodal infrastructure projects to reduce bottlenecks.
Multi Modal Logistics Parks
The government is developing 35 Multi-Modal Logistics Parks (MMLPs) at strategic locations to enhance the efficiency of rail, road, air, and waterway connectivity.

Sectoral and Green Logistics
The Sectoral Policy for Efficient Logistics (SPEL) is being tailored to specific industries like automobiles, textiles, and e-commerce, ensuring better handling of sectoral needs.
Green logistics is being promoted using tools such as the Transportation Emissions Measurement Tool (TEMT) to monitor and reduce carbon footprints. This is aligned with India’s Net Zero 2070 climate commitments.
Way Ahead
The three-year journey of the NLP shows strong progress in infrastructure, skill-building, and technology adoption. However, consistent reforms and private sector partnerships will be crucial to meet the 2030 targets.
