Tamil Nadu’s New Push for a Modern Toy Economy: Tamil Nadu has introduced the Toy Manufacturing Policy 2025 to position the State as a strong hub for advanced and electromechanical toys. The policy aligns with the broader Tamil Nadu Industrial Policy 2021, which identifies toy production as a sunrise sector. It aims to attract investors who can scale manufacturing and diversify India’s toy production base.

Investment Thresholds and Eligibility Rules
The policy mandates clear investment criteria to qualify for incentives. New or expansion projects must invest over ₹50 crore and create at least 50 jobs to become eligible for the special incentive framework.
These commitments must be fulfilled within a three-year investment window. This timeline strengthens accountability while enabling companies to plan long-term manufacturing operations.

District-Tier Incentive Structure
Tamil Nadu uses a differentiated district model to direct more industries towards developing regions. Units investing ₹300 crore or more in eligible categories in B and C districts can access the Structured Package of Assistance under TNIP 2021.
Subsidy rates vary by locality. A districts receive 7% fixed capital subsidy for five years, while B districts receive 10% and C districts receive 12% for ten years. These subsidies are disbursed annually once operations begin and all commitments are met.

Designing Skills and Traditional Craft Support
To strengthen the design ecosystem, creative design studios focused on toy innovation, R&D or design services will receive a 30% payroll subsidy for new Tamil Nadu hires, capped at ₹10,000 per employee per month for twelve months.
Training programmes, skill development support and onboarding of artisanal toy products onto major e-commerce platforms will be facilitated by the MSME Department. Toy clusters will also receive up to ₹3 lakh per category for securing Geographical Indication (GI) tags to protect and promote traditional craft practices.
