A New Milestone in Mental Health Governance
Tamil Nadu Chief Minister has launched a state-level policy for the care of Homeless Persons with Mental Illness (HPWMI) along with a detailed Implementation Framework 2024. This forward-looking policy aims to bring dignity, structure, and accountability to the treatment and rehabilitation of some of the most vulnerable members of society.
A Structured Four-Stage Approach
The policy introduces a four-stage model of care: rescue and acute care, intermediary care, long-term care, and social integration. Each stage outlines specific roles for public institutions, NGOs, and healthcare providers. This structured approach is designed to ensure that individuals are not only treated but also helped to rejoin society with dignity and purpose.
Special Provisions for Vulnerable Groups
The framework includes detailed procedures for rescuing minors, women, pregnant persons, and victims of crime. These vulnerable groups receive additional protections and services tailored to their unique needs. This reflects a rights-based approach to mental health care, ensuring no one is left behind.
Rescue Operations Made Efficient and Safe
A Standard Operating Procedure (SOP) is mandated for all rescue operations. This SOP outlines how to approach a rescue, medical triage, documentation, and rights of the individual. A critical step here is the assignment of helpline number 102, which will act as the dedicated emergency line for citizens and officials to report cases involving homeless persons with mental illness.
Role of State Mental Health Authority (SMHA)
The CEO of the State Mental Health Authority will serve as the nodal authority for empanelling NGOs and monitoring implementation. This centralization of authority aims to ensure uniformity in care quality and better oversight of service providers, ensuring that only qualified and compassionate institutions take part.
