Draft Policy to Boost Women’s Mobility and Livelihood
Tamil Nadu Unveils Draft Rules to Launch Pink Autos for Women Drivers: On February 15, 2025, the Home Department of Tamil Nadu issued a Draft Amendment to the Tamil Nadu Motor Vehicles Rules, 1989, proposing the creation of a dedicated category of autorickshaws operated by women, popularly referred to as ‘Pink Autos’. This progressive step is designed to promote women’s safety, employment, and presence in public transport services across the state.
What Defines a Pink Auto?
As per the suggested amendment to Rule 3, a Pink Auto refers to a three-wheeler vehicle that is both owned and driven by women under the state’s Pink Auto Scheme, managed by the Department of Social Welfare and Women Empowerment. These special vehicles will cater mainly to women passengers, ensuring safer commute options and simultaneously supporting women’s economic participation in the transport sector.
Dress Code and Permit Terms Specified
A new provision added under Rule 37 mandates that all Pink Auto drivers must wear a uniform in pink, the scheme’s signature colour. This uniform rule helps establish identity, ensures visibility, and fosters a sense of community among women drivers. Meanwhile, Rule 208 now includes a clause that prevents the transfer of Pink Auto permits to another individual for a period of five years. This ensures that the benefits of the scheme are retained by the original woman beneficiary and discourages misuse or resale of the permit.
Public Engagement Invited on the Proposal
The Tamil Nadu government has opened the floor for public consultation on the proposed rules. Citizens have been given 15 days from the date of notification to submit any feedback, objections, or suggestions in duplicate to the Additional Chief Secretary, Home Department. This participatory process allows stakeholders to voice their concerns or ideas before the policy is finalised.
