Formation of the Steering Committee
Tamil Nadu Strengthens Human Resources for Health Planning: The Government of Tamil Nadu has constituted a State Level Steering Committee to develop a comprehensive Human Resources for Health (HRH) Strategy. The initiative aims to strengthen the planning and management of healthcare professionals in the state’s public health system.
The committee is chaired by the Additional Chief Secretary of Health and Family Welfare Department. The Mission Director of the National Health Mission (NHM), Tamil Nadu, serves as the Member Secretary. In total, the committee consists of 16 members representing different government departments.
The committee will guide the development of a long-term strategy to improve the availability and distribution of healthcare professionals across the state.
Static GK fact: Tamil Nadu’s Health and Family Welfare Department manages one of India’s largest public health systems, including primary health centres, government hospitals and medical colleges.
Role of the Enhanced Health Service Delivery Program
The HRH strategy is being prepared under the Enhanced Health Service Delivery Program (EHSDP). This programme is supported by the World Bank and aims to strengthen the efficiency and quality of healthcare services in Tamil Nadu.
EHSDP focuses on improving service delivery, infrastructure, and workforce management in public health institutions. The programme supports reforms that improve healthcare accessibility, particularly in rural and underserved regions.
The initiative reflects the broader goal of ensuring equitable healthcare services and improving public health outcomes across the state.
Static GK Tip: The World Bank, established in 1944, is headquartered in Washington, D.C. and provides financial and technical assistance to developing countries for development projects.
Program-for-Results Model of Funding
The Enhanced Health Service Delivery Program follows the Program-for-Results (PforR) model used by the World Bank. Under this system, financial assistance is released only after the achievement of specific Disbursement-Linked Indicators (DLIs).
These indicators measure progress in areas such as health workforce availability, service delivery improvements, and administrative reforms. The approach ensures accountability and encourages states to achieve measurable outcomes before receiving funds.
This performance-based financing mechanism promotes efficient utilisation of resources in public sector programmes.
Focus Areas of the HRH Strategy
The Human Resources for Health Strategy aims to identify gaps in the recruitment and management of healthcare personnel. Key areas of focus include recruitment processes, workforce distribution, capacity building and retention of health workers.
The strategy will also analyse shortages of doctors, nurses, and allied health professionals in government health facilities. Addressing these gaps is critical for improving the efficiency of healthcare delivery.
Strengthening workforce planning will help ensure that primary health centres, district hospitals and medical colleges have adequate trained personnel.
Static GK fact: India’s National Health Mission (NHM) was launched in 2013 by merging the National Rural Health Mission (2005) and National Urban Health Mission (2013).
Inter-Departmental Coordination for Implementation
The State Level Steering Committee will ensure coordination among several government departments. These include Finance, Education, Labour Welfare, Skills Development, and the Law Department.
Such coordination is essential for implementing reforms related to recruitment policies, training programs, and workforce regulations. It will also help align health workforce policies with broader development and employment strategies.
By bringing multiple departments together, the committee aims to create an integrated approach to strengthening the health workforce in Tamil Nadu.
