Withdrawal of the amendment proposal
Tamil Nadu Private Universities Amendment Bill Withdrawal 2025: The Tamil Nadu government withdrew the Tamil Nadu Private Universities (Amendment) Bill, 2025 after announcing that the proposal would undergo further review. Proposal for Brownfield universities
One of the major provisions of the Bill was the introduction of the concept of Brownfield Universities. Under this proposal, existing private colleges or government-aided colleges could be converted into private universities instead of establishing entirely new institutions.
The objective was to use already available infrastructure, faculty, and facilities to develop university-level institutions quickly. This approach aimed to promote higher education expansion while reducing the cost and time required to establish new universities.

Changes in land requirement norms

Under the proposed amendment, the land requirement would have been reduced depending on the type of local body:
- 25 acres in municipal corporation areas
- 35 acres in municipal council or town panchayat areas
- 50 acres in other areas
These changes were intended to encourage universities in urban and semi-urban regions where land availability is limited and expensive.
Earlier amendment also withdrawn
The State government had previously withdrawn the Tamil Nadu Private Universities (Amendment) Bill, 2023. Both withdrawal decisions indicate that the government intends to re-examine the policy framework governing private universities before introducing any final legislation.
Tamil Nadu currently has several private universities established under State Acts, along with a large network of government and aided colleges affiliated to universities such as the University of Madras, Bharathiar University, and Anna University.
