Campaign overview
Swachhata Hi Seva 2025 Campaign: The Swachhata Hi Seva (SHS) 2025 campaign will be observed from 17 September to 2 October 2025. It is jointly organised by the Ministry of Housing and Urban Affairs and the Ministry of Jal Shakti. The theme for this year is Swachhotsav, which connects the festive season with the idea of clean and green celebrations.
This campaign continues the momentum of the Swachh Bharat Mission launched in 2014 and reinforces the national commitment towards sanitation and hygiene.

Theme Swachhotsav
The theme highlights cleanliness as a cultural celebration. Swachhotsav encourages citizens to view sanitation as a joyful responsibility rather than a duty. The plan includes night-long drives after festivals to ensure public spaces remain clean.
This cultural approach transforms cleanliness into a collective pride during festive gatherings.

Role of ministries and states
Both central ministries co-chair SHS 2025, guiding states and Union Territories. States have been asked to map Cleanliness Target Units (CTUs) and eliminate legacy dumpsites.
Urban local bodies and rural sanitation departments are instructed to coordinate implementation. The Swachhata App is promoted for grievance redressal and citizen participation.
Women’s leadership and community role
Women are placed at the core of SHS 2025. The Women Icons Leading Swachhata (WINS) Awards honour women entrepreneurs in sanitation. The Swachhata Yatra project provides peer learning for Self-Help Groups working in waste entrepreneurship.
Community engagement ensures that SHS 2025 is not only a government-driven initiative but also a people’s movement.

Integration with national and global goals
The campaign is aligned with the Prime Minister’s Garbage Free Cities vision and the LiFE (Lifestyle for the Environment) movement. By promoting mindful consumption, SHS 2025 connects local cleanliness with global environmental protection.
The initiative contributes to the Sustainable Development Goals (SDGs), particularly SDG 6 (Clean Water and Sanitation) and SDG 11 (Sustainable Cities and Communities).
