Digital Identifier for Rural Water Schemes
Sujal Gaon ID Strengthens Digital Governance of Rural Water Systems: The Union Ministry of Jal Shakti introduced the Sujal Gaon ID, a unique digital identifier for every rural piped drinking water scheme in India. The initiative aims to digitally map and monitor rural water infrastructure under Jal Jeevan Mission 2.0 (JJM 2.0).
The launch was announced by Union Jal Shakti Minister C.R. Paatil during a meeting with Ministers and officials from Public Health Engineering Department (PHED), Rural Water Supply (RWS), and Panchayati Raj Departments of States and Union Territories.
The system will bring all rural water supply schemes onto a single national digital platform. This digital integration is expected to improve transparency, data-based planning, and real-time monitoring of water infrastructure across rural India.

Integration with National Digital Water Architecture
Under the initiative, more than 1.64 lakh Sujal Gaon IDs have already been generated across 31 States and Union Territories. These IDs are digitally linked with nearly 67,000 Sujalam Bharat IDs, which map water infrastructure systems.
Each Sujal Gaon ID integrates two components:
• Infrastructure ID, representing the physical water supply assets.
• Service Area ID, representing the villages served by the scheme.
This integrated digital architecture allows authorities to track the source-to-tap water supply chain. It will enable policymakers to take evidence-based decisions and improve operational efficiency.

Extension and Focus of Jal Jeevan Mission 2.0
The Union Cabinet extended Jal Jeevan Mission 2.0 till December 2028 with a major increase in financial allocation. The mission aims to strengthen infrastructure quality, sustainability, and digital governance of rural water supply systems.
The total mission outlay has increased from ₹3.60 lakh crore to ₹8.69 lakh crore, reflecting the government’s commitment to universal drinking water access.
States have been directed to complete projects within the approved timeline and maintain strict technical and quality standards. The Union Minister emphasized that both water quality and infrastructure quality are equally important for sustainable rural water supply.
Role of Panchayati Raj Institutions
A key pillar of JJM 2.0 is strengthening Gram Panchayat-led governance. Local bodies will play a major role in managing rural water infrastructure, ensuring operation and maintenance, and certifying the Har Ghar Jal status of villages.
Community participation will be promoted through programs such as Jal Arpan, Jal Utsav, and Lok Jal Utsav, encouraging citizens to participate in water conservation and management.
The Meri Panchayat mobile application and Jal Seva Aankalan framework will enable citizens to monitor village-level water service delivery.

Funding Reforms and Compliance Requirements
Under JJM 2.0, central financial assistance will be released to States only after fulfilling key compliance requirements. These include signing State-level Memorandums of Understanding (MoUs), creating Sujal Gaon IDs, and implementing Operation and Maintenance (O&M) policies.
Funding mechanisms include Upfront Payment Mode, Reimbursement Mode, and Viability Gap Funding (VGF) for PPP-based water supply projects. However, retrofitting of existing schemes will not receive central funding.
These reforms aim to ensure financial accountability, timely completion of projects, and efficient use of public resources.
Towards Sustainable Rural Water Security
The introduction of Sujal Gaon ID marks an important step in strengthening digital governance in rural water management. By integrating technology with local governance, the initiative aims to ensure universal tap water coverage in rural India by 2028.
The initiative also aligns with the broader vision of building a digitally empowered and water-secure Viksit Bharat by 2047.
