Overview

State Energy Efficiency Index 2024 Rankings and Insights: The State Energy Efficiency Index (SEEI) 2024 was released by the Union Ministry of Power to assess progress in energy efficiency across states and Union Territories. The index is an important tool to accelerate India’s commitment towards net-zero emissions by 2070 and a 45% reduction in emission intensity by 2030.

Development of the Index

The index was jointly developed by the Bureau of Energy Efficiency (BEE) and the Alliance for an Energy Efficient Economy (AEEE). It evaluates states on 66 indicators across seven demand sectors – buildings, industry, transport, DISCOMs, agriculture, municipal services, and cross-sector initiatives.

State Rankings

Maharashtra topped the index among Group 1 states with energy consumption above 15 million tonnes of oil equivalent. In Group 2, Andhra Pradesh ranked first, while Assam and Tripura led Group 3 and Group 4 respectively.

The number of Front Runner states reduced from seven in 2023 to five in 2024. These included Andhra Pradesh, Karnataka, Maharashtra, Telangana, and Tamil Nadu. Assam and Kerala were categorized as Achievers, while Haryana, Punjab, Rajasthan, Odisha, and Uttar Pradesh were placed under Contenders.

Key Sectoral Progress

A major highlight was the adoption of the Energy Conservation Building Code (ECBC) 2017, with 24 states notifying it. To push clean mobility, 31 states implemented electric mobility policies, and 14 states mandated EV charging infrastructure in buildings.

In agriculture, 13 states promoted solar-powered pumps, while municipal services saw greater emphasis on renewable energy adoption. Importantly, all states and UTs prepared State Energy Efficiency Action Plans, and 31 states formed State-Level Steering Committees on Energy Transition under Chief Secretaries.

Strategic Importance
