Small Hydro Power Scheme Boosts Clean Energy Expansion

Scheme approval and objectives

Small Hydro Power Scheme Boosts Clean Energy Expansion: The Government approved the Small Hydro Power (SHP) Development Scheme on 19 March 2026 to strengthen clean energy capacity. The scheme aims to promote decentralized renewable power, especially in North Eastern and hilly states.

It is expected to attract ₹15,000 crore investment and generate around 51 lakh person-days of employment. This highlights its role in both energy security and rural economic development.

Static GK fact: India ranks among the top countries globally in renewable energy capacity.

Duration and capacity targets

The scheme will be implemented from FY 2026-27 to FY 2030-31 with a total outlay of ₹2584.60 crore. It targets the addition of approximately 1500 MW capacity through small hydro projects.

These projects are designed to harness untapped water resources in remote and mountainous regions.

Static GK Tip: Hydropower is one of the oldest sources of renewable energy used worldwide.

Financial assistance structure

The scheme provides differentiated financial support to encourage regional balance. North Eastern and border areas will receive ₹3.6 crore per MW or 30% of project cost, with a cap of ₹30 crore per project.

For other states, assistance is set at ₹2.4 crore per MW or 20% of project cost, with a maximum of ₹20 crore per project. This ensures equitable development across regions.

Focus on project planning and DPR

To accelerate implementation, the scheme allocates ₹30 crore for preparing around 200 Detailed Project Reports (DPRs). This step aims to streamline project approvals and attract investors.

Well-prepared DPRs reduce risks and improve project viability in the long term.

Understanding Small Hydro Power projects

In India, hydropower plants with capacity up to 25 MW are classified as Small Hydro Projects (SHP). These projects are typically developed on small streams, canal falls, or dam toes using run-of-river technology.

The Ministry of New and Renewable Energy (MNRE) is responsible for their development and promotion.

Static GK fact: Run-of-river projects generate electricity without large reservoirs, reducing environmental impact.

Potential and regional distribution

India has an estimated SHP potential of 21,133 MW across 7,133 sites, as assessed by IIT Roorkee. Nearly half of this potential lies in Arunachal Pradesh, Himachal Pradesh, Jammu & Kashmir, and Uttarakhand.

These regions offer ideal geographical conditions for small hydro development.

Classification of SHP projects

Based on capacity, SHP projects are categorized into Micro (up to 100 kW), Mini (101 kW to 2 MW), and Small Hydro (2 MW to 25 MW).

This classification helps in planning and policy implementation at different scales.

Static GK Tip: India follows capacity-based classification for most renewable energy projects.
