National Mission in Focus
Sampoornata Abhiyan 2.0 and the 90-Day Saturation Mission: Sampoornata Abhiyan 2.0 is a 90-day national campaign launched on January 28, 2026 by NITI Aayog. The campaign is designed as a time-bound saturation drive to ensure that every eligible citizen in selected regions receives essential government services.
It targets 112 Aspirational Districts and 513 Aspirational Blocks across India. The core philosophy is not gradual improvement, but complete coverage, where no beneficiary is excluded.
This initiative reflects a shift towards outcome-based governance, focusing on visible field-level change instead of administrative reporting.
Focus Areas of the Campaign
The campaign concentrates on health, nutrition, sanitation, education, and animal healthcare. These sectors represent the most critical human development indicators in underserved regions.
The emphasis is on last-mile service delivery, ensuring that schemes reach households, schools, and community institutions. The strategy prioritizes service access over scheme announcements.

KPIs for Aspirational Blocks
Six Key Performance Indicators (KPIs) have been identified for Aspirational Blocks. These include supplementary nutrition under ICDS, growth monitoring at Anganwadi Centres, functional toilets and drinking water in Anganwadis, girls’ toilets in schools, and bovine vaccination against Foot and Mouth Disease.
These indicators directly impact child health, school participation, and rural livelihoods. Block-level saturation ensures that foundational services reach families consistently.
KPIs for Aspirational Districts
Five KPIs guide implementation in Aspirational Districts. These include newborn weighing, tuberculosis case notification, Village and Urban Health Sanitation and Nutrition Days, functional girls’ toilets in schools, and animal vaccination coverage.
These indicators strengthen public health surveillance, disease monitoring systems, and education infrastructure. District-level focus ensures systemic coordination across departments.

Implementation Strategy
Each district and block prepares a three-month micro-action plan. Progress is tracked through monthly data dashboards and performance reviews. Community engagement activities promote behaviour change and awareness. Regular field inspections ensure ground verification of results.
NITI Aayog coordinates with central ministries, state governments, and local administrations for fast decision-making and operational support. This structure ensures accountability, speed, and measurable outcomes within a fixed timeline.
Aspirational Development Framework
The campaign builds on the Aspirational Districts Programme (2018) and the Aspirational Blocks Programme (2023). These programmes use data-driven governance, competition, and cooperative federalism to accelerate development.
The saturation model converts policy into direct service delivery, making governance visible at the village and ward level.
