Launch of SabhaSaar AI Tool
SabhaSaar AI Tool and Grassroots Governance: The Ministry of Panchayati Raj rolled out SabhaSaar on August 14, 2025, as an AI-enabled platform for Gram Sabha and Panchayat meeting summarisation. The tool converts spoken discussions into structured text summaries using voice-to-text artificial intelligence.
The primary objective is to enhance transparency, accountability, and record-keeping in grassroots democratic processes. SabhaSaar supports routine meetings without disrupting existing administrative practices.

Rapid Adoption at the Panchayat Level
SabhaSaar witnessed rapid nationwide adoption within months of its launch. During the pilot phase in Tripura, all 1,194 Gram Panchayats were encouraged to use the platform for Special Gram Sabhas on August 15, 2025.
Out of these, 1,047 Panchayats, representing 87% adoption, successfully used the tool on the same day. This demonstrated its operational feasibility even in rural and semi-urban settings.
Nationwide usage increased significantly from 12,667 Gram Panchayats on August 15, 2025 to 77,198 Panchayats on October 2, 2025, coinciding with Gandhi Jayanti Gram Sabhas.
As of December 3, 2025, a total of 92,376 Gram Panchayats across States and Union Territories have used SabhaSaar for automated meeting summaries.

Capacity Building and Ease of Use
The Ministry prioritised capacity building to ensure uniform adoption. A standard operating procedure (SOP) was circulated to all States and Union Territories for further dissemination to Panchayats.
Multiple physical and virtual training programmes were conducted for State and UT officials. These sessions focused on live demonstrations, workflow integration, and troubleshooting.
State governments complemented central efforts by organising local orientation programmes for elected Panchayat representatives and administrative staff. The tool was designed to function with minimal technical intervention.
AI Infrastructure and Governance Framework
SabhaSaar operates on AI and cloud infrastructure provisioned through the India AI Compute Portal. This portal functions under the India AI Mission of the Ministry of Electronics and Information Technology (MeitY).
The India AI Mission acts as the nodal agency for governance of both AI infrastructure and the data generated through the platform. All data processing remains entirely within the government ecosystem.
No meeting data or audio inputs are shared with external third-party service providers, ensuring sovereign control over sensitive governance information.

Data Privacy and Legal Compliance
Data privacy and storage related to SabhaSaar are regulated under the Digital Personal Data Protection Rules. These rules were officially notified in the Gazette of India on November 13, 2025.
The Ministry has clarified that SabhaSaar fully complies with existing legal and regulatory frameworks. Secure handling of citizen data remains central to the platform’s design.
This alignment strengthens trust while enabling digital transformation in local self-governance.
