Framework to restore balance
RECLAIM Plan to Restore Coal Mine Regions: The Indian government has launched the RECLAIM (Reviving Environment, Communities, Livelihoods Around Impacted Mines) Framework. This initiative targets areas affected by coal mine closures, aiming to repair the ecological damage, support local communities, and restore sustainable livelihoods.
The framework is designed by the Coal Controller’s Organisation in partnership with the Heartfulness Institute, under the supervision of the Ministry of Coal.
Community-focused recovery model
Unlike traditional post-mining plans, RECLAIM focuses on people and nature first. It offers a step-by-step guide to involve local communities in planning the reuse of closed mine lands. This includes soil restoration, afforestation, water conservation, and employment generation through eco-friendly projects.

Role of Coal Controller and Heartfulness
The Coal Controller is a statutory authority under the Coal Mines (Conservation and Development) Act, 1974. It oversees coal quality, supply monitoring, and post-closure compliance.
The Heartfulness Institute, known for its wellness work, brings in a unique approach that combines environmental revival with community well-being, including mental health, skill development, and livelihood alternatives.

Why RECLAIM is needed
Many coal mines in India are nearing closure due to resource exhaustion or policy changes toward green energy. Without intervention, these lands often turn into degraded, hazardous zones. RECLAIM prevents this by focusing on rehabilitation before closure, ensuring smooth transitions for affected families and ecosystems.
It also aligns with India’s goals under the Sustainable Development Goals (SDGs) and international climate commitments.
Pilot projects and future reach
Initially, RECLAIM will be tested in select mine closure regions in Jharkhand, Odisha, and Chhattisgarh. Based on success, it will be scaled up nationwide. The government also plans to link this framework with other flagship programs like MNREGA, National Rural Livelihood Mission, and CAMPA afforestation funds.
