Rajasthan Expands Community Tourism Through Homestay Policy 2026: The Rajasthan Tourism Department has launched the Rajasthan Homestay (Paying Guest House) Scheme – 2026 to strengthen community participation in tourism. The announcement was made by Additional Chief Secretary (Tourism) Praveen Gupta. The policy aims to simplify approvals and expand income opportunities at the grassroots level.
In 2025, Rajasthan recorded a 9.74% increase in tourist arrivals compared to the previous year. Official figures show that over 25.44 crore tourists visited the state, of which 25.25 crore were domestic travellers. The new scheme seeks to sustain this upward growth trend.

Strengthening Rural Economy
The scheme enables residents to convert a portion of their homes into tourist accommodation. This step is expected to promote rural tourism and create supplementary income for households.
The government intends to support small investors, women entrepreneurs, and rural families through direct participation in tourism services. Family-based and cultural tourism models are likely to gain renewed focus under this framework.

Simplified Licensing System
A major reform under the Rajasthan Homestay Scheme 2026 is the introduction of a Single Window Digital Approval mechanism. Earlier, applicants required multiple departmental clearances. The new system reduces documentation and accelerates online approvals.
The maximum number of rooms allowed per residential unit has been increased from five to eight. The maximum bed capacity is fixed at 24. This expansion provides operational flexibility to homeowners.
The earlier rule mandating the owner’s residence on the premises has been removed. Homestays can now be managed by the owner, lessee, or designated caretaker, as per guidelines.
Registration and Regulatory Standards
Registrations will be processed through local Tourism Department offices, strengthening decentralised governance. Rural applicants may also register at Tourist Reception Centres (TRCs).
Each homestay must operate within a fully residential complex. Rooms must have attached bathrooms, adequate water and electricity supply, ventilation, sanitation, and fire safety compliance.
Parking facilities and waste disposal systems must follow local authority norms. Operators are required to maintain a guest register for at least seven years. Reporting details of foreign guests to authorities has been made mandatory to ensure security compliance.
