New step in digital lawmaking
Puducherry Goes Paperless with NeVA Platform: The Puducherry Legislative Assembly entered a new digital era by officially adopting the National e-Vidhan Application (NeVA) on June 9, 2025. This move makes Puducherry the 19th legislature in India to embrace a paperless legislative system, aiming to modernize lawmaking with the help of technology. The platform was inaugurated by Union Minister Dr. L. Murugan, alongside Lieutenant Governor K. Kailashnathan, Chief Minister N. Rangasamy, and Speaker R. Selvam.
What makes NeVA special?
NeVA, short for National e-Vidhan Application, is a Mission Mode Project under the Digital India programme. Its main aim is to connect all State and Union Territory legislatures through a single digital platform, creating an ecosystem that is transparent, efficient, and citizen-friendly. This project is fully funded by the Ministry of Parliamentary Affairs.
By going paperless, NeVA is expected to save 3–5 tonnes of paper annually, supporting the vision of an environmentally sustainable government. Legislative proceedings will now be livestreamed, ensuring that citizens can follow what’s happening in real-time, increasing transparency and participation.
Big push for ‘One Nation, One Application’
This launch is part of a bigger plan under the ‘One Nation, One Application’ strategy. Similar to proposals like One Nation, One Ration Card and One Nation, One Election, this idea is meant to bring uniformity and standardization across all states. The NeVA platform allows seamless access to documents, bills, and debates — all in one place.
India, already the second-largest country in digital transactions, is strengthening its reputation as a global digital leader through initiatives like NeVA. The digital shift in legislative work adds to the list of reforms under Atmanirbhar Bharat, including reduced defence imports and improved Direct Benefit Transfers (DBT).
Training and awareness efforts begin
The government plans to conduct capacity building for Members of Legislative Assembly (MLAs) and staff so they can use NeVA effectively. Workshops, training sessions, and awareness campaigns will ensure smooth adoption. The aim is to create a more participative and eco-conscious legislative environment that is easy to manage and easy to access.
