Project GANGA Expands Rural Digital Connectivity in Uttar Pradesh: The Government of Uttar Pradesh has launched Project GANGA, a major initiative aimed at expanding high-speed internet connectivity to over 20 lakh rural households. The programme is expected to be implemented over the next two to three years, focusing primarily on villages and semi-urban regions where digital infrastructure remains limited.
The project seeks to strengthen digital inclusion and ensure that residents in rural areas can access online services such as education, healthcare, financial platforms, and government schemes.

MoU with Hinduja Group
To implement the initiative, a Memorandum of Understanding (MoU) was signed between the State Transformation Commission (STC) of Uttar Pradesh and One OTT Entertainment Limited, a subsidiary of the Hinduja Group. The agreement was signed in Lucknow, the state capital.
The partnership reflects a public-private collaboration model, where private sector expertise will support the expansion of broadband infrastructure in rural regions.
The project aligns with broader national initiatives aimed at building digital infrastructure and connecting rural populations with modern technological services.
Digital service providers at village level
A key feature of Project GANGA is the development of a network of Digital Service Providers (DSPs). These providers will operate at the Nyaya Panchayat level, delivering broadband services and digital solutions directly to villages.
Approximately 8,000 to 10,000 local entrepreneurs will be selected as DSPs. They will receive technical training, infrastructure support, and financial assistance to establish reliable internet services.
This decentralized system will help create a local digital service ecosystem, ensuring consistent connectivity even in remote areas.

Employment and entrepreneurship opportunities
The initiative is expected to generate over one lakh direct and indirect employment opportunities across the state. By encouraging local entrepreneurship, the project aims to promote technology-driven livelihoods in rural areas.
An important goal of the programme is to encourage women participation in digital entrepreneurship. The government aims for nearly 50 percent participation of women among Digital Service Providers, helping strengthen economic empowerment and gender inclusion.
Through skill development and access to digital infrastructure, rural youth can also participate in emerging sectors such as e-commerce, online services, and digital marketing.
Digital highways for rural development
Officials have described Project GANGA as a “digital highway” that will connect villages with the wider online economy. Improved connectivity is expected to support services such as telemedicine, online education, digital payments, and e-governance platforms.
Better internet access will also encourage content creation, digital learning, and remote work opportunities, transforming the rural digital ecosystem.
The initiative is particularly important for remote and border districts such as Shravasti, Bahraich, and Balrampur, where internet connectivity has traditionally remained weak.
