Overview
Pradhan Mantri Kaushal Vikas Yojana Empowering India’s Skilled Workforce: Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme under the Skill India Mission, launched in 2015 by the Ministry of Skill Development and Entrepreneurship (MSDE). Its aim is to enable Indian youth to acquire industry-relevant skills to improve employability and productivity.

Objectives of PMKVY

Under the scheme, candidates undergo Short-Term Training (STT), Recognition of Prior Learning (RPL) for experienced workers, and Special Projects targeting marginalized groups.
Evolution of the Scheme
PMKVY has evolved through several phases since its inception:
- PMKVY 1.0 (2015–16): Focused on skill certification and training for 24 lakh youth.
- PMKVY 2.0 (2016–20): Introduced a more demand-driven model with a focus on district-level planning.
- PMKVY 3.0 (2021–22): Emphasized local industry linkages, digital learning, and alignment with the Atmanirbhar Bharat initiative.
- PMKVY 4.0 (2023–24 onwards): Focuses on industry 4.0 technologies such as AI, robotics, and IoT.

Implementation and Coverage

Beneficiaries receive skill training aligned with National Skills Qualification Framework (NSQF) standards. On completion, candidates are assessed and certified, enhancing employability across sectors such as manufacturing, healthcare, construction, and IT.
Impact and Outcomes
As of 2025, over 1.5 crore youth have received skill training under PMKVY. The scheme has increased employment rates, supported women’s participation, and fostered entrepreneurial ventures.
