Phase Two of the Vibrant Villages Programme: Empowering India’s Border Communities: India’s border villages are more than just remote settlements—they’re the frontline guardians of national security. With the approval of Phase Two of the Vibrant Villages Programme (VVP), the Government of India is taking a bold step to transform these areas into hubs of opportunity and resilience. Backed by a ₹6,839 crore budget, this phase runs until 2028–29 and expands coverage to more states and Union Territories beyond the China border focus of Phase One.
Building Blocks of Security and Development
At its core, the VVP is about ensuring that living conditions improve along India’s sensitive international borders. The plan is simple yet strategic—build roads, power lines, telecom links, and basic infrastructure in villages within 0–10 km of international boundaries. The goal is not just to enhance convenience, but also to curb trans-border crimes and boost morale among local communities. Schools in these areas will get SMART class upgrades, and villages will be connected through tourism circuits to showcase their unique culture.
100% Centrally Funded with Direct Oversight
A defining highlight of VVP-II lies in its distinctive approach to financing. It is a 100% Central Sector Scheme, meaning the entire financial burden is borne by the Union government. This allows for faster execution, with a high-powered monitoring committee empowered to make real-time adjustments. It also ensures that central schemes reach the farthest corners through saturation coverage, leaving no beneficiary behind.
Engaging Communities Through Culture and Enterprise
The spirit of VVP-II isn’t just about concrete and wires. It’s about people. The programme places heavy emphasis on community engagement. Officials will conduct regular visits, while fairs, festivals, and awareness camps will breathe life into these villages. Local economies will benefit from skills training, tourism, and agriculture cooperatives, with added focus on health, sanitation, and even affordable housing.

From Himachal Pradesh to Arunachal Pradesh, and from Ladakh to Uttarakhand, VVP-II aims to uplift villages in 15 states and two Union Territories. These are often overlooked regions that serve as vital links in India’s territorial integrity. By boosting connectivity and economic activity, the government hopes to discourage migration and stabilize populations in these areas.
