Digital push in property registration
Online Property Registration Sprint 1: The Tamil Nadu government has launched Online Property Registration – Sprint 1 to make the entire property registration process fully digital. The initiative was formally launched by Chief Minister M.K. Stalin as part of broader administrative reforms.
The main objective is to remove physical paperwork and reduce the need for citizens to visit government offices. This reform directly targets delays, middlemen interference, and procedural complexity in property registration.
STAR 3.0 framework
Sprint 1 is implemented under STAR 3.0, which stands for Simplified and Transparent Administration of Registration. STAR 3.0 focuses on improving transparency, efficiency, and citizen convenience in registration services.
This framework aligns with Tamil Nadu’s broader e-governance vision and digital public service delivery. It also supports accountability by minimising manual handling of documents.

Paperless registration system
Sprint 1 enables paperless registration for all 30 deed types notified under the Registration Department. Applicants are no longer required to carry physical documents to the Sub Registrar Office.
All documents are uploaded, verified, and processed digitally through the online platform. This significantly reduces document loss, duplication, and verification delays.

Presence-less registration facility
A key feature of Sprint 1 is presence-less registration for 10 selected document types. This includes commonly used documents such as sale deeds and lease deeds.
Citizens can complete the entire registration process without physically appearing before the Sub Registrar. Biometric verification and digital authentication ensure legal validity and security.
End-to-end online process
Sprint 1 offers end-to-end online registration, from document upload to final registration completion. There is no mandatory visit to the Sub Registrar Office (SRO) for eligible document categories.
This reduces congestion in SROs and improves turnaround time for registrations. It also benefits senior citizens, working professionals, and people living in remote areas.
TNREGINET portal and mobile access
The services under Sprint 1 are delivered through the TNREGINET portal and its mobile application. Users can access registration services, track application status, and receive updates digitally.
Mobile-based access ensures wider reach and inclusion, especially in rural and semi-urban areas. This strengthens Tamil Nadu’s position as a leader in digital governance at the state level.
