National Panchayati Raj Day 2025 and PM Modi’s Development Push in Bihar: Every year on April 24, India celebrates National Panchayati Raj Day to honour the spirit of grassroots democracy. This day commemorates the implementation of the 73rd Constitutional Amendment Act, 1993, which granted constitutional recognition to Panchayati Raj Institutions (PRIs) in India. First observed in 2010, the day recognizes the vital role village councils play in strengthening democracy and driving rural development across India.
Understanding the 73rd Amendment and its Vision
The 73rd Amendment created a three-tier system—Gram Panchayat, Panchayat Samiti, and Zila Parishad—ensuring decentralised governance at every level. It provided reservations for women, Scheduled Castes (SCs), and Scheduled Tribes (STs), mandated regular elections, and granted financial autonomy to local bodies. It also led to the formation of State Finance Commissions and State Election Commissions, strengthening the legal framework for self-governance.
PM Modi’s Visit and Rural Empowerment in Bihar
This year’s celebrations took a significant turn with Prime Minister Narendra Modi visiting Madhubani, Bihar, on April 24, 2025. His address to the nation emphasised the critical role of Panchayats in inclusive development. The PM also launched development projects worth over ₹13,480 crore, including an LPG plant in Hathua (₹340 crore), power infrastructure (₹6,200 crore total), and new rail lines like the Amrit Bharat Express and Namo Bharat Rapid Rail.
Empowering Rural India through Welfare and Technology
The occasion also featured the presentation of awards to exemplary Panchayats, marking a key highlight of National Panchayati Raj Day celebrations.Key rural welfare schemes like PMAY-Gramin, PMAY-Urban, and DAY-NRLM were highlighted. Modi handed over sanction letters to 15 lakh beneficiaries, released ₹930 crore to Self-Help Groups (SHGs), and performed Grih Pravesh for over 1.5 lakh homes. Additionally, the SVAMITVA scheme and e-Panchayat Project were applauded for promoting digital governance and property rights in villages.
