Climate innovation for rural resilience
NABARD Launches National Climate Stack Innovation Challenge: The National Bank for Agriculture and Rural Development (NABARD) has launched the National Climate Stack Innovation Challenge to strengthen India’s climate resilience architecture. The initiative focuses especially on rural regions and agricultural systems, which face increasing threats from climate variability.
The challenge is being conducted in collaboration with the Gates Foundation and Dalberg Advisors. It aims to encourage innovators to develop advanced digital solutions that integrate climate data for improved forecasting and risk management.
Participants can win financial rewards up to ₹15 lakh for the best technological solutions capable of improving climate intelligence systems in India.
Static GK fact: NABARD was established in 1982 following the recommendations of the B. Sivaraman Committee to promote rural development and agricultural financing.
Concept of the National Climate Stack
The innovation challenge aims to build a National Climate Stack, a digital framework designed to integrate and analyse climate-related datasets across the country. Currently, climate information in India is scattered across multiple agencies, research platforms, and databases.
By creating a unified digital architecture, the National Climate Stack will bring together these fragmented datasets into a single interoperable system. This will enable improved analysis of climate patterns and environmental risks.
Such a system will support better forecasting of climate hazards such as floods, droughts, heatwaves, and cyclones, which frequently affect India’s agricultural regions.
Importance of unified climate data
India is increasingly experiencing extreme weather events linked to climate change. These events significantly impact crop productivity, water availability, and rural livelihoods.
Although large volumes of climate data exist, the lack of integration makes it difficult for policymakers and farmers to access actionable insights. The National Climate Stack seeks to solve this problem through integrated climate intelligence systems.
The initiative will help improve disaster preparedness, agricultural planning, and risk assessment for rural communities.
Static GK Tip: India’s Indian Meteorological Department (IMD) is the primary national agency responsible for weather forecasting and climate monitoring.
Innovation challenge for scientists and startups
The NABARD Climate Innovation Challenge invites participation from scientists, researchers, startups, and technology developers across India.
Participants are required to design near-term climate hazard forecasting models and interactive dashboards that can visualize climate risks. These tools must support decision-making for agriculture, rural governance, and disaster management.
Solutions will be evaluated based on several parameters, including scientific accuracy, innovation, transparency of models, interoperability with existing systems, and scalability for national deployment.
Prize structure and incentives
The competition offers financial incentives to encourage high-quality technological innovation.
The first prize carries ₹15 lakh, the second prize ₹10 lakh, and the third prize ₹5 lakh. These awards aim to attract cutting-edge climate technology solutions from India’s research and startup ecosystem.
Winning solutions may also receive opportunities for real-world implementation and policy integration in India’s climate resilience programs.
Role of the DiCRA platform
The innovation challenge is anchored on DiCRA (Data in Climate Resilient Agriculture), a climate data platform developed by NABARD.
Currently, DiCRA functions as a digital system for collecting and analysing climate-related data affecting agriculture and rural ecosystems. Through the National Climate Stack initiative, NABARD plans to upgrade DiCRA into a Digital Public Infrastructure (DPI) for climate intelligence.
This transformation will allow real-time integration of climate data, improving the ability of governments and farmers to respond to climate risks.
Static GK fact: Digital Public Infrastructure models in India include systems such as Aadhaar, UPI, and DigiLocker, which support large-scale public service delivery.
Global partnerships supporting the initiative
The Gates Foundation and Dalberg Advisors are strategic partners in the implementation of the challenge. Their involvement brings international expertise in technology innovation, climate policy, and development strategies.
Through this collaboration, the initiative aims to build a modern climate data ecosystem that supports sustainable agriculture, climate adaptation, and rural development in India.
