Financial support for Assam’s research scholars
Mukhya Mantrir Jiban Anuprerana Scheme Boosts Research and Welfare in Assam: In 2025, Assam Chief Minister Himanta Biswa Sarma launched the Mukhya Mantrir Jiban Anuprerana Scheme, a pioneering initiative designed to support full-time research scholars in the state. What makes this scheme unique is its focus on both academic development and inclusivity. For the first time in Assam, a specific research grant also supports Divyang (differently-abled) scholars, giving a strong message of equality in education.
Under this scheme, eligible scholars receive a one-time financial assistance of Rs 25,000, while Divyang researchers are entitled to a higher grant of Rs 40,000. These funds help reduce the burden of research-related expenses such as materials, travel, or data collection. Only permanent residents of Assam studying in public institutions, including state and central universities, can avail this support.
Strengthening transparency in governance
Alongside this academic initiative, the Chief Minister introduced the Swagata Satirtha Portal, a digital platform that facilitates mutual transfers for government employees. This move ensures that over 9,000 Grade III and IV staff can manage their transfers without bureaucratic delays. The portal reflects a wider push for transparent and efficient governance in Assam.
Digital platforms like these are part of India’s broader Digital India mission, aiming to reduce paperwork and improve access to services.
Focus on fair employment and employee welfare
Assam is also gaining recognition for providing dearness allowance (DA) and dearness relief (DR) at par with the central government, a benefit not available in many states. Chief Minister Sarma highlighted the importance of a merit-based recruitment system, which adds credibility and fairness to public job appointments. This is crucial in ensuring youth trust the system and feel motivated to prepare for government exams.
Additional welfare schemes for housing and education
The government’s commitment extends beyond jobs and research. The ‘Apun Ghar’ housing loan scheme, launched earlier with a cap of Rs 15 lakh, has now been increased to Rs 30 lakh based on employee feedback. This shows the administration’s flexibility in listening to people’s needs.
To promote girls’ education, Assam also runs the Nijut Moina scheme, which offers monthly financial assistance to students. Such efforts not only empower families but also lay the foundation for a better-educated state.
