Maharashtra Launches Divyang Sahayak Portal for Disability Welfare Access: The Government of Maharashtra launched the Divyang Sahayak Portal in February 2026 to simplify access to disability welfare schemes. The portal is considered India’s first fully integrated digital platform designed exclusively for persons with disabilities.
The initiative aims to eliminate paperwork and reduce the need for physical visits to government offices. Beneficiaries can now apply, track applications, and receive benefits through a single online interface.

The portal automatically suggests schemes based on demographic details and disability information. This helps beneficiaries easily identify the benefits they are eligible for.
The system also allows real-time tracking of application status, ensuring transparency in the approval process. Authorities have introduced built-in timelines so that applications are processed within fixed deadlines.

Key features improving transparency
The portal introduces a fully digital application process for both individuals and institutions. Applicants are not required to submit physical documents at government offices.
Another important feature is the Service Level Agreement (SLA) mechanism, which ensures that officials process applications within a fixed timeframe. If a delay occurs, the system automatically forwards the application to higher authorities.
The portal also includes a dedicated grievance redressal mechanism. Citizens can raise complaints online and monitor their resolution status.
A departmental dashboard allows government authorities to track applications, scheme performance, and beneficiary coverage in real time.
Technology powering the portal
The platform uses Application Programming Interfaces (APIs) to connect with multiple government databases. This enables seamless verification and faster approvals.
The portal is already integrated with the Unique Disability ID (UDID) system, which provides a nationwide identity card for persons with disabilities. It is also linked with Aadhaar authentication through the Meri Pehchan platform and the Direct Benefit Transfer (DBT) system for direct financial assistance.
Integration with PAN, GST records, bank verification, and e-Sign systems is currently being expanded.
Artificial Intelligence tools are used to scan uploaded documents and detect incomplete applications. AI also helps government officials analyse complaints and prioritise grievance redressal.
Modular digital governance structure
The Divyang Sahayak Portal has been designed with 11 digital modules to cover different aspects of disability welfare administration.
Four modules are ready for immediate implementation, including unified scheme delivery, grievance redressal, institutional information management, and a digital marketplace for persons with disabilities.
Future modules will include budget utilisation monitoring, accessibility audits, early intervention centres, and rehabilitation centre management systems.
These modules aim to strengthen governance and improve monitoring of welfare programmes.
