Kerala Achieves Milestone in Eradicating Extreme Poverty: Kerala has made history by becoming the first Indian state to eliminate extreme poverty. The announcement was made by Chief Minister Pinarayi Vijayan on November 1, 2025, coinciding with Kerala Formation Day. The achievement marks the successful culmination of a four-year mission launched in 2021 by the second Pinarayi Vijayan cabinet.

Declaration in the State Assembly
The declaration took place under Rule 300 in the Kerala Legislative Assembly. The Chief Minister described the event as a “new dawn” in the state’s development path, symbolising the creation of “Nava Kerala”, or a new Kerala built on social justice and inclusive growth. The government’s goal was to ensure that no family remained in conditions of extreme deprivation, reaffirming its commitment to welfare-based governance.
Implementation Through Local Governance
The initiative to eradicate extreme poverty was executed through a comprehensive statewide mission, coordinated by the Kerala Institute of Local Administration (KILA) and the Department of Local Self-Government. Over four lakh volunteers were trained to identify and rehabilitate families living under extreme poverty.
Pilot projects began in Wadakkanchery Municipality, Anchuthengu, and Thirunelli Grama Panchayats before being expanded across the state. Through persistent micro-level planning, 64,006 families were successfully lifted out of extreme poverty.

Opposition parties, however, questioned the government’s claim, citing the role of central welfare schemes such as PM Garib Kalyan Anna Yojana and PM Awas Yojana in poverty alleviation.
Despite the criticism, experts acknowledge that Kerala’s success demonstrates how decentralised governance and community-based interventions can bring tangible results in eliminating poverty.

Kerala’s poverty-free mission complements its broader model of human development. Programmes like Kudumbashree, Life Mission, and the Public Distribution System have long contributed to social upliftment and financial inclusion.
