First step towards a unified governance hub
Kartavya Bhavan Marks New Chapter in Central Vista Redevelopment: Prime Minister Narendra Modi inaugurated Kartavya Bhavan – 03, the first building of the Common Central Secretariat (CCS) under the Central Vista Project. This marks a crucial shift in India’s administrative framework by consolidating multiple ministries into a single, modern complex.
The facility will house the Ministries of Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum and Natural Gas, and the Office of the Principal Scientific Advisor.

Replacing outdated infrastructure
Currently, ministries function from structures like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan, built between the 1950s and 1970s. These buildings are now considered structurally outdated and inefficient, highlighting the urgency for modernization.
The CCS initiative aims to streamline governance by reducing operational delays and enabling faster inter-ministerial coordination.
The bigger plan for CCS buildings
The Union Housing and Urban Affairs Ministry plans to build 10 Common Central Secretariat buildings accommodating over 50 ministries. CCS 2 and CCS 3 are expected by next month, while CCS 10 is targeted for April 2026. CCS 6 and CCS 7 are projected to finish by October 2026.

Temporary relocation for smooth construction
Several ministries from major bhawans will shift temporarily to premises at Kasturba Gandhi Marg, Minto Road, and Netaji Palace for two years to facilitate ongoing construction.
Some structures will be retained for heritage or structural reasons, including the National Museum, National Archives, Jawaharlal Nehru Bhawan, Dr. Ambedkar Auditorium, and Vanijya Bhawan.
Beyond the Secretariat
The Central Vista redevelopment also includes:
- A new Parliament building
- Vice President Enclave
- Redeveloped Kartavya Path
- Executive Enclave housing the PMO, Cabinet Secretariat, India House, and National Security Council Secretariat
- A new Prime Minister’s residence in later phases
This project aims to merge modern infrastructure with cultural heritage, enhancing both functionality and symbolism.
Governance of the future
By centralizing ministries, the Common Central Secretariat is set to improve coordination, cut redundancy, and boost citizen service delivery. PM Modi described the inauguration as a decisive step towards a future-ready governance model.
