Industrial Park Rating System 3.0 launched in New Delhi

Launch of IPRS 3.0

Industrial Park Rating System 3.0 launched in New Delhi: Union Minister of Commerce and Industry Piyush Goyal launched the Industrial Park Rating System (IPRS) 3.0 in New Delhi on 20 September 2025. This launch coincided with the 10th anniversary of Make in India, marking a decade of industrial reforms. The initiative has been developed by the Department for Promotion of Industry and Internal Trade (DPIIT) with technical support from the Asian Development Bank (ADB).

Static GK fact: DPIIT functions under the Ministry of Commerce and Industry and was earlier known as the Department of Industrial Policy and Promotion.

Evolution of the framework

The IPRS journey began with a pilot project in 2018, followed by the second edition IPRS 2.0 in 2021. The third edition significantly broadens the evaluation process, introducing advanced benchmarks to improve transparency and industrial competitiveness.

Key parameters introduced

The IPRS 3.0 framework includes six crucial parameters.

  • Sustainability and green infrastructure with a focus on eco-friendly operations.
  • Logistics and connectivity to evaluate transport and supply chain networks.
  • Digitalization ensuring integration of smart technologies.
  • Skill linkages for aligning workforce training with industrial demand.
  • Tenant feedback offering real-time insights from industries.
  • Overall infrastructure competitiveness across parks.

Industrial parks are rated under three broad categories: Leaders, Challengers, and Aspirers.

Static GK tip: India’s first Industrial Park Rating System was a pilot launched in 2018 to provide investors with standardized data.

Benefits for Make in India

The rating system is designed to boost investor confidence by providing reliable and transparent data. It encourages healthy competition among States and Union Territories to upgrade infrastructure. Improved ratings directly support employment generation, as better facilities attract more units.

Policy makers benefit by identifying gaps and adopting global best practices, positioning India as a sustainable and inclusive investment hub.

Link with NICDC projects

The National Industrial Corridor Development Corporation (NICDC) is building 20 plug-and-play industrial parks and smart cities. Out of these, four are completed, four are under construction, and the rest are in bidding phases. These projects complement IPRS 3.0 by providing ready-to-use infrastructure.

Static GK fact: NICDC was established in 2007 to develop world-class industrial corridors in India.

Significance for global competitiveness

The system represents India’s attempt to benchmark itself with international standards in industrial planning. By aligning with sustainability goals, it strengthens India’s role in the global supply chain while promoting the long-term vision of self-reliant growth.
