India’s First Sovereign AI Park: The Government of Tamil Nadu has signed a major MoU with Sarvam AI to establish India’s first ₹10,000-crore Sovereign Artificial Intelligence Park.
This initiative positions Tamil Nadu as a national leader in AI infrastructure sovereignty and indigenous digital capacity building.
The project is designed as a full-stack AI district. It will integrate compute infrastructure, secure data systems, AI research labs, and innovation clusters into a single ecosystem.
This model shifts AI development from fragmented projects to centralised sovereign capability creation.

Full-Stack AI Ecosystem Model
The AI Park will operate as a complete AI value chain hub. It will include high-performance computing facilities, secure data architecture, model training systems, and AI product development zones.
Unlike conventional tech parks, this model focuses on sovereign control over data, algorithms, and compute resources. This ensures that data, models, and computing remain within the State’s trust boundary, creating a secure AI ecosystem.

Institute for AI in Governance
A key institutional feature is the creation of an Institute for AI in Governance. This body will support public sector AI deployment in administration, service delivery, and policy planning.
AI will be integrated into governance systems for areas such as welfare targeting, urban planning, digital public services, and administrative efficiency. This reflects the shift from experimental AI use to institutional AI governance frameworks.

Employment and Skill Creation Impact

This strengthens Tamil Nadu’s position in knowledge-based economic sectors. It also supports India’s transition from IT services to deep-tech innovation economies.
Role of Sarvam AI and IndiaAI Mission
Sarvam AI, selected under the IndiaAI Mission, will lead the development of foundational AI models. These models will focus on Indian languages, voice technologies, and reasoning systems.
This supports linguistic inclusion, enabling AI systems to function in regional and local Indian languages. It also strengthens India’s independence from foreign foundational AI models.
