SESEL Vision Announced
India Seychelles SESEL Vision Strengthens Indian Ocean Partnership: On 9 February 2026, India and Seychelles unveiled the SESEL Joint Vision during the State Visit of President Patrick Herminie to India. The announcement followed talks with Prime Minister Narendra Modi and marked a new roadmap for sustainability, economic growth, and security cooperation.
The visit coincided with 50 years of Seychelles’ independence and 50 years of diplomatic relations between the two nations. This milestone reinforced their long-standing partnership in the Western Indian Ocean Region.

Strategic and Maritime Significance
Seychelles occupies a critical position in the western Indian Ocean, making it vital for India’s maritime strategy. Both nations emphasized cooperation for regional peace under Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions).
They agreed to strengthen maritime surveillance, counter piracy, illegal fishing, and transnational crimes. India will assist in establishing a Seychelles Hydrographic Unit, enhancing nautical mapping and maritime safety.

Development and Economic Package
A major highlight was India’s announcement of a USD 175 million Special Economic Package. This includes a USD 125 million Rupee-denominated Line of Credit and USD 50 million grant assistance.
The package will fund infrastructure, maritime security, capacity building, and community development projects. Seychelles acknowledged India as a trusted development partner in its growth journey.
Digital and Governance Cooperation
Both countries agreed to collaborate on Digital Public Infrastructure (DPI). India will support digitization of governance systems, digital payments, and service delivery mechanisms in Seychelles.
This aligns with India’s broader Global South outreach and promotes inclusive governance through technology-driven solutions.
Health and Food Security Support
Health cooperation formed a strong pillar of the partnership. India donated 10 advanced ambulances to enhance emergency healthcare services.
Seychelles will recognize the Indian Pharmacopoeia, enabling procurement of affordable medicines under India’s Jan Aushadhi initiative. Additionally, India donated 1,000 metric tons of food grains, strengthening food security.
Renewable Energy and Climate Action
The SESEL Vision prioritizes sustainability and climate resilience. India will support solar energy expansion in Seychelles under the International Solar Alliance framework.
Seychelles also agreed to join the Coalition for Disaster Resilient Infrastructure (CDRI). Both sides will implement Multi Hazard Early Warning Systems and promote green transport initiatives.
