What is CCPI?
India in Climate Change Performance Index 2025: The Climate Change Performance Index (CCPI) tracks how well countries are fighting climate change. It looks at 64 nations and the EU, who together make up over 90% of global greenhouse gas emissions. The ranking helps identify who’s doing well — and who needs to catch up.
The CCPI uses four key indicators:
- Greenhouse gas (GHG) emissions
- Use of renewable energy
- Overall energy use
- Climate policies
Interestingly, no country ranked in the top three in 2025. That’s because none of them were rated “very high” in all areas — a reminder that there’s still a long road ahead globally.
India’s ranking in 2025
India holds the 10th spot in the CCPI 2025, making it one of the top climate performers worldwide. But this is two positions lower than in 2024.
Let’s break down how India performed:
- High score in greenhouse gas emissions (thanks to low per capita emissions)
- High score in energy efficiency
- Medium score in climate policy (due to policy delays)
- Low score in renewable energy, even with progress in solar power
Despite big steps like the Rooftop Solar Scheme and India’s leadership in the International Solar Alliance, coal still plays a major role in electricity generation. That affects the renewable score negatively.
Best performing countries
While the top three ranks are unfilled, the countries from 4 to 10 show stronger climate efforts:
Rank | Country | CCPI Score |
4 | Denmark | 78.37 |
5 | Netherlands | 69.60 |
6 | United Kingdom | 69.29 |
7 | Philippines | 68.41 |
8 | Morocco | 68.32 |
9 | Norway | 68.21 |
10 | India | 67.99 |
Denmark leads the list because of its renewable innovations, a strong climate policy, and a clear national agenda. It offers a blueprint for green economic development.
Worst performing countries
At the bottom of the index are countries with high emissions and weak climate plans:
Rank | Country | CCPI Score |
67 | Iran | 17.47 |
66 | Saudi Arabia | 18.15 |
65 | UAE | 19.54 |
64 | Russia | 23.54 |
These countries largely rely on fossil fuels, have slow transitions to clean energy, and lack strong internal policies.
India vs major G20 countries
While India and the UK are showing some climate progress, most G20 countries are lagging. Nations like China, USA, and Canada scored poorly due to high energy use and ongoing investments in fossil fuels.
India’s positives:
- Low per capita emissions
- Strong renewable energy targets
- Active role in climate diplomacy
Future of India’s climate efforts
India is making progress, but several challenges remain:
- Coal is still the backbone of electricity production
- Policy enforcement is often weak
- Urban pollution and emissions are still very high
Still, programs like the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) scheme and massive investments in solar parks give reasons for measured optimism.
