India’s Role at Dubai Meet
India Advances Digital Postal Agenda at Dubai Congress: The 28th Universal Postal Congress opened on September 8, 2025, at the Dubai World Trade Centre, bringing together over 2,000 participants from 192 countries. For India, Union Communications Minister Jyotiraditya M. Scindia led the delegation, stressing the need for innovation, inclusivity, and sustainability in the postal sector.

Key Priorities for India
India committed itself to contributing actively to the UPU’s 2026–2029 strategic roadmap. The focus areas include:

Additionally, India put forward its candidature for the Council of Administration and the Postal Operations Council, aiming to strengthen its voice in shaping future postal policies.

Strengthening International Partnerships
On the sidelines of the congress, Minister Scindia held discussions with representatives from Japan, Spain, Portugal, and regional blocs such as the Pan African Postal Union and the Caribbean Postal Union. The talks emphasized boosting cross-border logistics, enhancing digital tools, and deepening South-South cooperation. India is also signing Letters of Intent with several nations across Africa and Latin America to expand postal and financial collaborations.
UPI-UPU Integration Breakthrough
A major highlight was the launch of the UPI-UPU Integration Project. This initiative, jointly developed by the Department of Posts, NPCI International Payments Limited, and the UPU, is designed to:
- Lower costs of international remittances
- Provide faster transfers to rural households in India
- Support global financial inclusion for migrant workers and overseas Indians

- Introducing new postal management software and customer service tools
Scindia underlined that India Post continues to command unmatched public trust and reach, positioning it as a unique institution globally that private players cannot rival.
